About this file
This document is a Sole Source Justification (SSJ) for a simplified acquisition from Yellow Pine Rentals in Madison County, Florida. The contract is for leasing three Mobile Home Unit (MHU) lots/pads to provide temporary housing for disaster survivors affected by Hurricanes Helene and Milton. The Fixed Firm Price contract will cover a base period of three months, with potential five three-month options, totaling an 18-month Period of Performance starting in March 2025. Funding will be provided by Disaster Relief Funds for disaster relief numbers 4828DR-FL and 4834DR-FL during fiscal years 2025 and 2026.
The sole source justification is based on limited regional vendors and the critical need to house disaster survivors close to their original sites. Market research was conducted through phone calls to ten potential vendors on 10/25/2024 to determine fair pricing. The contract is being awarded through the Federal Emergency Management Agency (FEMA) under the Stafford Act, with the Direct Housing Assistance Program expected to last 18 months from the respective Presidential Disaster Declarations (9/28/2024 for Hurricane Helene and 10/11/2024 for Hurricane Milton), subject to potential Congressional extensions.
