About this file
This Sole Source Justification (SSJ) document details a contract for leasing Mobile Home Unit (MHU) lots/pads in Suwannee County, Florida for disaster housing related to Hurricanes Helene and Milton. The contract with Live Oak Pines Commercial Park will provide six lots for temporary housing of disaster survivors, with a base period of three months and potential five three-month options, totaling an 18-month Period of Performance expected to begin in March 2025. The contract will be funded by Disaster Relief Funds for 4828DR-FL and 4834DR-FL during fiscal years 2025 and 2026.
The procurement is justified under the "only one source reasonably available" rationale, with market research conducted through phone calls to ten potential vendors on 10/25/2024. The contract is critical for supporting disaster survivors by providing housing as close as possible to their original sites, with the justification noting that delaying approval would reduce available housing pad inventory and delay housing for survivors. The Fixed Firm Price contract is being processed through the Federal Emergency Management Agency (FEMA) under the Stafford Act's Direct Housing Assistance Program, with the contract value redacted but noted as $27,000 for the base period.
