About this file
This Sole Source Justification (SSJ) document details a federal contract for leasing eight Travel Trailer pads at 116 Church St RV Park in Perry, FL for temporary housing of disaster survivors. The contract is in response to Hurricane Helene and Hurricane Milton, with an 18-month Direct Housing Assistance Program under the Stafford Act. The Fixed Firm Price contract will cover a base period of six months with two six-month options, totaling 18 months and expected to begin April 29, 2025.
The sole source justification is based on limited regional vendors and the critical need to house disaster survivors close to their original sites. Market research was conducted by placing phone calls to ten potential vendors on 10/25/2024 to determine fair pricing. The contract will be funded by Disaster Relief Funds for disaster recovery numbers 4828DR-FL and 4834DR-FL during fiscal years 2025 and 2026, with the contract awarded through the Federal Emergency Management Agency (FEMA).
