About this file
This Single Source Justification document details a procurement for Progressa+ surface upgrade kits by the Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 10, Cleveland Veterans Affairs Medical Center (CLE VAMC). The Network Contracting Office (NCO) 10 intends to award a firm-fixed-price, open-market, brand-name purchase order for specialized medical bed surface systems designed for ICU patients, with an estimated value of $263,755.00 and a required delivery date of 60 days after receipt of order.
The procurement is specifically for Hill-Rom/Baxter Progressa+ mattress/surface upgrade kits, which are proprietary integrated ICU support surfaces with unique clinical features including advanced microclimate management, continuous lateral rotation, percussion, vibration, and powered-air therapy. Market research confirmed no alternative compatible products exist, and an Intent to Sole Source Notice posted on SAM received no responses. The solicitation will be a small business set-aside competed amongst Hill-Rom/Baxter's authorized small business distributors, with two specific SDVOSB distributors (Disorb and Geo-Med) already identified. The surface upgrade kits are manufactured in Mexico and must precisely match the existing Progressa bed platform to ensure clinical functionality and warranty integrity.

1. Contracting Activity: The Department of Veterans Affairs, Veterans Integrated Service
Network (VISN) 10, Cleveland Veterans Affairs Medical Center (CLE VAMC), Network Contracting Office (NCO) 10.
Transaction: 541-26-2-726-0069
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Network Contracting Office (NCO) 10 intends to award a new firm-fixed-price, open-market, brand-name purchase order for Progressa + surface upgrade kits.
The Progressa + Surface Upgrade Kit is an essential medical bed surface system designed to enhance patient support, pressure redistribution, and clinical functionality for ICU patients at the Cleveland VA Medical Center (CLE VAMC). The requirement is for fully manufactured, ready-to-install surface upgrade kits that meet all CLE VAMC specifications for the existing fleet of Progressa beds currently in use throughout the ICUs. To ensure compatibility, manufacturer support, and warranty integrity, the upgrade kits must be sourced directly from Baxter, or their authorized distributors for Progressa surfaces. These upgraded surfaces provide advanced rotation, percussion, vibration, and alternating low-pressure modalities necessary for critical care environments, and procurement must follow Baxter’s promotional pricing terms and delivery timeline
ESTIMATED DOLLAR VALUE: $263,755.00
REQUIRED DELIVERY DATE: 60 Days ARO
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Hill-Rom Progressa+ mattress/surface is a proprietary, integrated ICU support surface engineered specifically for critical-care beds to prevent pressure injuries, provide in-bed pulmonary therapy, and enable early patient mobility.
Unlike standard hospital mattresses or generic alternating-air products, Progressa+ combines multiple trademarked and proprietary technologies — including Advanced

Microclimate management, StayInPlace frame-and-surface synchronization, and integrated powered-air therapy surfaces with Continuous Lateral Rotation (CLRT) plus Percussion &
Vibration (P&V) capabilities — to actively control pressure, shear, friction, heat and moisture while also delivering pulmonary and mobility therapies from the bed itself.
These features are functionally unique in three procurement-relevant ways: (1) the surface is an engineered system that interlocks with the Progressa bed frame (StayInPlace) and electronics — it is not a simple drop-in mattress and therefore requires OEM-compatible surfaces to preserve the therapy modes and warranty; (2) the integrated therapy modes (CLRT, P&V, powered-air modes, and the multi-mode Advance/Accelerate surface options) perform combined clinical functions (pressure redistribution + pulmonary secretion mobilization + microclimate control) that a stand-alone mattress or commodity alternating surface cannot replicate; and (3) Progressa+ surfaces are delivered as configurable surface families (Essential / Advance / Accelerate) whose specifications (dimensions, weight, therapy plumbing/electrical interface, and control logic) are called out in the OEM technical specifications and in-service literature — procurement must match the exact surface model and configuration to the CLE VAMC Progressa bed platform to ensure safe operation.
Clinical and operational evidence supporting these capabilities is reported in Baxter/Hill- Rom clinical whitepapers and product technical materials (mobility protocols, pressure-injury reduction resources, and the Progressa+ Mobility STEP Protocol) showing improved early mobility rates, integrated pulmonary therapy benefits, and reduced risk factors for pressure injuries when the platform and surfaces are used as intended in ICU workflows.
While supportive peer-review literature discusses patient migration, shear, microclimate and therapy surfaces generally, the specific combination of StayInPlace, Advanced Microclimate and in-bed pulmonary therapies is documented in the Progressa+ product technical data and whitepapers rather than being a generic mattress feature. Procurement language should therefore treat the surface as an OEM-integrated medical therapy surface with demonstrated, platform-dependent clinical advantages.
Procurement implications / risk statement:
Substituting a non-OEM or commodity mattress would likely eliminate in-bed therapy modes (CLRT, P&V), break the StayInPlace synchronization, and remove advanced microclimate control — compromising the clinical intent to reduce pressure injury risk, treat pulmonary complications, and support early mobility in ICU patients.
To preserve clinical outcomes and warranty/maintenance support, the requirement should specify fully manufactured, ready-to-install Progressa+
Effective Date: 11/15/2024 Page 3 of 4 Acquisition ID# 36C250-26-AP-0350 surfaces compatible with the CLE VAMC Progressa bed platform, sourced through Baxter (Hill-Rom) or Baxter-authorized distributors.
Recommended solicitation phrasing to protect performance and competition:
require exact model numbers/configurations (Essential/Advance/Accelerate or the Progressa+ surface part numbers), OEM interface compatibility, inclusion of installation and acceptance testing by an authorized Baxter/Hill-Rom service representative, and proof of distributor authorization or OEM certification from the seller. This approach preserves competition among authorized dealers while ensuring the CLE VAMC receives the integrated therapy surface necessary to meet clinical goals.
4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by the Contracting Officer and the service to determine if there were other vendors capable of providing mattresses that meet CLE VAMC's specific requirements. The following sources were reviewed:
On 11/20/2025 Hill-Rom/Baxter, the OEM, confirmed that Disorb and Geo-Med are SDVOSB authorized distributors for the mattresses and that the Progressa + surface is made in Mexico.
An Intent to Sole Source Notice, 36C25026Q0166, was posted on SAM from December 11, 2025 through December 18, 2026 with no resposnes.
The following sources were reviewed on October 30, 2025.
