BAA W56KGU-23-R-RTID
WHITE PAPER CALL 006
Decision Support Tools
Call Date 19 July 2023
This call for White Papers (WP) is under Broad Agency Announcement (BAA) W56KGU-23-R-RTID. The BAA was originally published on sam.gov on 01 November 2022 and amended on 07 May 2023. Respondents must refer to BAA number W56KGU-23-R-RTID, entitled “Research and Technology Integration (RTI) Directorate Broad Agency Announcement”, and it must be read in conjunction with this call for WPs. All instructions set forth in the BAA W56KGU-23-R-RTID document apply to this call.
In order for the Offeror to be considered for contract award, the proposed technology or methodology shall be either basic research, applied research, advanced technology development not for a specific system/hardware, or demonstration and validation.
TECHNICAL INFORMATION:
Problem Statement:
The Army is currently working to provide Battalion Commanders intelligent decision support tools in support of the Army of 2040 concept. Currently there is an immense amount of information available to the commanders. The United States Army Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance Center (C5ISR) Center RTI Directorate is seeking to develop an open architecture decision support system of capabilities that provide intelligent alerts and recommended modifications to the commander’s plan in real-time by ingesting battlefield data and performing an analysis of that data against an existing battle plan. This system will predict possible dilemmas using real-time data as well as a range of predicted adversary actions. The system will analyze the potential dilemmas to determine if an alert should be generated. If so, these alerts shall be presented in an intuitive manner and, if applicable, with potential mitigating courses of action. This system will enhance a Command and Control (C2) environment and allow for the incorporation of existing and future plug-ins/services and to the existent possible, leveraging demonstrated software development efforts.
Information Sought:
C5ISR Center RTI Directorate is interested in receiving WPs on the above topic from companies that have extensive experience in developing software solutions that aid C2 decision making during current operations. Specific areas of interest for this topic include the following:
1. Military Decision Making Process (MDMP) and deriving structured data representations of the associated work products.
2. Automation of Situational Awareness (SA) of an adversary.
3. Automation to determine the difference between operational plans and current reality using the MDMP plan
4. Automation that generate alternate adversarial Course of Action (CoA)
5. Evaluation of friendly and adversarial CoAs by generating metrics for the outcome of CoA pairs.
6. Additional Information available in a CUI version available on SAM.GOV
Any WPs in addition to these five areas that assist the command decision making process during plan execution are encouraged.
Possible solutions can be a single product, an integrated suite of products, or a novel combination or reconfiguration of currently-fielded Army systems. All WP capabilities should be programmatically controllable and observable with releasable transports, protocols, and interfaces to be included in a published, open architecture. All licensing and property rights required within a WP shall be disclosed. The Government requires source code and Government purpose rights for all Odin software for testing and sustainment. Vendors are encouraged to include algorithm descriptions, truth tables, class diagrams, sequence diagrams, performance data and other available artifacts to establish technical understanding and confidence.
Access to additional technical details:
This call provides general public release requirements ONLY. Additional technical detail is available in Attachment 01 to this White Paper Call, entitled “Decision Support Tools”. Attachment 01 is a controlled, containing Control Unclassified Information (CUI), therefore, is not available for general release.
