1.2 DEFINITIONS

1.2.1 Top Lap

That portion of a shingle overlapping a shingle in the course below.

1.2.2 Head Lap

The triple coverage portion of top lap which is the shortest distance from the butt edge of an overlapping shingle to the upper edge of a shingle in the second course below.

1.2.3 Exposure

That portion of a shingle exposed to the weather after installation.

1.3 SUBMITTALS

SD-01 Product Data

Shingles, Felt Underlayment, Self-Adhereing Membrane, Drip Edge, Submit data including type, weight, class, UL Labels, and special types of underlayment and eave flashing.

SD-02 Samples

Shingles

Full shingle sample and manufacturer’s standard size samples of materials and products requiring color or finish selection.

SD-03 Warranty Information

Provide contractor’s warranty and manufacturer’s warranty as described in WARRANTIES below.

SD-04 Qualifications

Provide contractor (and sub-contractor) information for personnel who will be working on this project describing and displaying manufacture’s certifications meeting training requirements to fulfill warranties associated with this project.

1.4 DELIVERY AND STORAGE

Deliver materials in the manufacturer's unopened bundles and containers bearing the manufacturer's brand name. Keep materials dry, completely covered, and protected from the weather. Store according to manufacturer's written instructions. Roll goods shall be stored on end in an upright position or in accordance with manufacturer's recommendations.

Immediately before laying, roofing felt shall be stored for 24 hours in an area maintained at a temperature not lower than 50 degrees F. Materials must be dry to the touch prior to installation with no running water, puddling, dripping, or visible condensation. Materials which are considered wet to the touch must be dry prior to be being covered during installation (such as underlayment or unexposed portions of shingles).

1.5 WARRANTIES

Warranties shall begin on the date of Government acceptance of the work. Specific mandatory requirements from manufacturer including thermal sealing time due to warm temperatures apply. The Contractor shall install the roof system to avoid a period greater than 7 days prior to thermal sealing. Exclusions and Limitation on warranties which negate or void the product and workmanship warranty due to hurricanes will eliminate that roof system from meeting this specification.

1.5.1 Manufacturer's Warranty

The manufacturer’s warranty for materials must meet or exceed at least 15 years and meet the requirements set forth in this specification. Submit the asphalt shingle manufacturer's warranty for the asphalt shingles. The warranty shall run directly to the Government.

1.5.2 Contractor's Warranty

The Contractor shall warrant for a minimum of 5 years that the asphalt shingle roofing system, as installed, is free from defects in workmanship. A warranty from the manufacturer that includes a longer workmanship coverage and exceeds the 5 year minimum shall be effective and shall supersede the 5 year minimum. When repairs due to defective workmanship are required during the Contractor's warranty period, the Contractor shall make such repairs within 72 hours of notification. When repairs are not performed within the specified time, emergency repairs performed by others to limit further damage to the structure shall not void the warranty. The Contractor shall submit a signed cover letter which includes the location, date, and type of roof system installed, a statement that the roof system was installed according to the manufacturer’s recommendations which fulfill the manufacturer’s warranty, contact

SECTION 07 31 13.00 00 Page 5 of 11 information for warranty work to include: Name, address, telephone number, and e-mail address as contact information in the event that warranty work is required.

1.6 QUALITY ASSURANCE

The Contractor shall provide a Superintendent on site at all times to ensure all products, materials, craftsmanship, and execution methods are followed per manufacturer’s recommendations; all safety precautions are followed according to OSHA regulations; special instructions provided by the National Park Service for highly visited public places are followed;

and aspects of this specification and the scope of work for this project are followed.

PART 2 PRODUCTS

2.1 MATERIALS

2.1.1 All materials provided under this specification must be new, unopened, and unused and stored according to manufacturer’s instructions.

2.1.2 Shingles

Architectural or Laminated Shingles. Mineral granule-surfaced asphalt shingles, self-sealing, impact resistant, algae, fungus, mildew resistant. ASTM D3018 or ASTM D3462 shingles.

Shingles shall meet the fire resistance rating of UL 790 for Class A and wind resistance of ASTM D3161, D7138 with wind rating to exceed the NC Building Code, North Carolina Wind Zones.

Unless noted otherwise in the project scope of work, the accepted Wind Zone for Kill Devil Hills, NC, Manteo, NC, Nags Head/Bodie Island, NC, and Pea Island portion of Hatteras Island, NC is 120 mph. From Rodanthe, NC south to Ocracoke Island, NC the Wind Zone is accepted to be 130 mph. Color of new shingles shall be as selected by the Contracting Officer from the manufacturer’s standard colors from samples submitted by the Contractor.

2.1.2.1 Rated 150 mph shingles

2.1.2.2.4 Other Manufacturer which can meet 130 mph rating with additional installation and/or product requirements.

2.1.3 Underlayment

Asphalt-saturated felt conforming to ASTM D226 without perforations. Other material specified by the shingle manufacturer for use as underlayment for a specific brand of shingles will be considered after product data and samples are submitted by the Contractor.

2.1.3.1 Self-Adhering Membrane

Self-adhering asphaltic membrane, minimum 40 mil thickness, and recommended by the shingle manufacturer for use as eave flashing, underlayment, or leak barrier.

2.1.4 Nails

Nails for General Construction. Hot dipped galvanized steel corrosion resistant with sharp points and flat heads 3/8 to 7/16 inch (10 to 11 mm) in diameter. Shank diameter of nail shall be minimum of 0.105 inch (2.67 mm) and a maximum of 0.135 inch (3.43 mm) with barb or otherwise deformed for added pull-out resistance. Nails shall be long enough to penetrate completely through or extend a minimum ¾ inch into roof deck, whichever is less, when driven through materials to be fastened.

Nails for Facia. Aluminum Facia nails as recommended by the Facia manufacturer.

2.1.5 Metals

Metal items shall be of the same substance. Do not use lead, lead-coated metal, copper, or galvanized steel sheet metal. Furnish sheet metal in 8 to 10 foot lengths. Single pieces may be cut to connect to ends or corner pieces with minimum 12 inch legs. Provide accessories made of same or compatible materials to complete installation of sheet metal.

2.1.5.1 Hurricane Tie / Hurricane Clips

Where required, hurricane clips and ties shall be galvanized.

2.1.5.2 Metal Flashing

Aluminum or equivalent corrosion resistant alloy conforming to ASTM B209.

2.1.5.3 Drip Edge

Aluminum or equivalent corrosion resistant alloy conforming to ASTM B209. Wide Face Drip Edge. Color shall be white, factory applied coating. The Contractor may submit alternate colors for approval.

2.1.5.3.1 Specific roof system compliant components which qualify for the warranty of roof system brand.

2.1.5.3.2 Minimum 3 inch horizontal section under roof underlayment. Minimum 2.5 inch vertical section.

2.1.5.4 Rain Diverter

Aluminum or equivalent corrosion resistant alloy conforming to ASTM B209.

2.1.5.5 Facia Wrap

Aluminum beaded or V-grooved for stiffening. Closed hem at top minimum ¼ inch. Bent channel at bottom of facia material for snug fit. Factory finished baked enamel coating.

2.1.6 Penetrating Sealant/Waterproofing

At penetrations through roof membranes, such as roof vents, rain diverter, etc., use a sealant, caulk, or other waterproofer as recommended by the product manufacturer to seal the penetration. Sealants/Roofing caulk must be mildew resistant and dry to clear finish and rated for exterior use for the purpose of roof and roof material sealing.

2.1.6.1 Single Pipe Roof Vent Boot

Use rubber, plastic, or thermoplastic, self-sealing vent boot for single pipe roof penetrations.

Color shall be black. The Contractor may submit alternate colors for approval.

2.1.7 Ventilation

2.1.7.1 Ridge Vents. Specific Roof System Compliant ridge vent materials which qualify for the warranty of the roof system brand.

2.1.7.2 Roof Vents rectangular or other shape. Vents shall be manufactured to fit on the roof deck and with the roofing system proposed for this project. Fasteners, flashing, and sealants required for the roof vent installation shall conform to the roofing system.

2.1.7.3 Gable Vents. Gable vents shall be louver type with screen on the inside attic space to prevent birds and other animals from entering or nesting in the gable vent. Louver shall be fixed with equal spacing between louver baffles. Material shall be wood, metal, or plastic. Louver baffles shall be wide to prevent wind driven rain from entering the attic space.

2.1.8 Wood

2.1.8.1 Plywood

Construction grade CDX roofing sheathing, ½ inch thick or 5/8 inch thick, intended for exterior applications.

2.1.8.2 Rafters

Rafters of proper grade and species which meet IBC requirements for size, span, and spacing between rafters.

2.1.8.3 Facia

Dimensional Lumber Pressure Treated for Coastal Environments meeting American Wood Preservation Association (AWPA) UC4B Heavy Duty.

2.1.8.4 Field Treatment

Treated Wood which is field cut and exposes interior portions of untreated wood shall be treated in the field using a minimum 8% concentration of Copper Naphthenate brush on or dip method to completely coat the cut surfaces. Treatment

2.1.9 Roof Deck Repair Materials

If roof decking is found to be in need of repair, contact the Contracting Officer or Contracting Officer Representative (COR) to inspect the extent of damage. In the event of repair needed to roof decking material, plywood shall be used in the same thickness as the existing. The Contractor shall saw cut existing damaged or rotten roof decking either to adjacent rafters, or as required to remove rotten or damaged material. Bracing beneath new material may be used as approved by COR.

PART 3 EXECUTION

3.1 DEMOLITION

Demolition Debris must be removed daily from the site, or must be stored in a container clearly marked with signage or other markings as demolition debris. The Contractor is responsible for placing signage or fencing to keep visitors from entering the work zone. The Contractor must keep the grassed and paved areas surrounding the Information Center and Comfort Station free from nails, tacks, or other debris. The Contractor shall make a daily sweep of the areas surrounding the buildings with a heavy duty magnet and other tools as necessary to pick up loose tacks, nails, screws, etc. Upon final completion of the project, the Contractor shall sweep the work zone and area immediately surrounding the building to pick up loose tacks, nails, screws, etc. No nails, tacks, screws, or other debris may be left after work is complete. The COR will inspect the grassed and paved areas and will approve final cleanup of the site.

3.2 SURFACE PREPARATION

Roof Decking shall be inspected for holes, cracks, or other damage prior to placing new roof materials. Rood Decking shall be dry to the touch prior to placing new roof materials.

Projecting nails shall be driven firmly home. Vents or other penetrations must be securely in place if loosened or found to be loose after demolition.

3.3 APPLICATION

Apply roofing materials as specified herein unless specified or recommended otherwise by shingle manufacturer’s written instructions.

3.3.1 UNDERLAYMENT

Self-Adhering membrane shall be used over the entire roof deck. Apply one layer of shingle underlayment to roof deck. Lay underlayment parallel to roof eaves, starting at the eaves.

Provide overlap as required by roof system manufacturer instructions. If no instructions are given, then minimum 2 inch head laps, 4 inch end laps, and 6 inch laps from both sides over hips and ridges.

3.3.2 DRIP EDGES

Install wide face aluminum drip edges as specified herein, applied directly on the wood deck beneath the underlayment along the eaves. Install drip edge on top of the underlayment along the rakes. Extend back from edge of deck a minimum of 3 inches, and secure with nails spaced a maximum of 10 inches on center along inner edge.

3.3.3 STARTER STRIP

Apply self-adhering membrane at the eaves, along the rakes on the perimeter of the roof, and in each valley and hip. Prepare surface and apply the membrane per manufacturer’s recommendations.

3.3.4 SHINGLE COURSES

Shingle installation must be planned and accomplished during a stretch of time that includes sunny weather at 80 degree temperatures for 3 days following the installation. If this requirement may not be met, then apply roofing adhesive beneath the singles per manufacturer’s instructions.

Start first course with full shingle or starter row material provided by the roofing system manufacturer and apply succeeding courses with joints staggered at thirds. Overhang the shingles ¼ inch to ½ inch past the drip edges on the eaves and rakes. Apply shingle courses as follows:

3.3.4.1 Fastening: Do not drive fasteners into or above the factory applied adhesive on new shingles unless the adhesive is located 5/8 inch or closer to top of cutouts. Place fasteners so they are concealed by shingle top lap and penetrate the head lap.

3.3.4.2 Shingles applied with nails: Nominal 5 inch exposure. Apply each shingle with six nails or greater per shingle strip to achieve proper installation and wind rating. Place one nail one inch from each end, and evenly space nails on a horizontal line a minimum of 5/8 inch above the top of cutouts. Ensure nails are installed in the nail strip identified by the shingle manufacturer.

3.3.5 HIPS AND RIDGES

Install self-adhering membrane over the hip or ridge where no ventilation is to be installed.

Ensure a minimum of 12 inches on each side of the hip or ridge.

Install precut hip and ridge shingles or cut individual shingles according to manufacturer’s instructions. Form the hip and ridge shingles with 9 inch by 12 inch individual shingles or with 12 inch by 12 inch shingles cut from full shingle. Bend shingles lengthwise over the ridge down the center with equal exposure on each side of the hip or ridge. Lap shingles to provide a maximum 5 inch exposure and nail each side in unexposed area 5-1/2 inches from butt and one inch in from the edge.

3.3.6 FLASHING

3.3.6.1 Eave Flashing

Provide self-adhering membrane. From eave to a point 24 inches inside interior wall line, apply one layer of self-adhering membrane. Follow membrane manufacturer’s printed installation instructions for preparation and proper installation.

3.3.6.2 Vent Flashing

Install self-adhering membrane beneath and above roof penetrations applied directly to the roof decking. Overlap the membrane above the vent on top of the membrane beneath the cut to roof vent boot to roof decking, according to manufacturer’s recommendations. Apply vent boot directly to roof decking, beneath underlayment and shingles. Apply shingles up to a point where vent or stack pipe projects through the roof, and cut nearest shingle to fit around pipe.

Ensure no nails are within one inch of exposed edge of shingles.

3.3.6.3 Aluminum Facia Wrap

Install facia wrap with overlap of two adjacent pieces of minimum 2 inches. Tap a pilot hole through the overlapped aluminum pieces and secure in place with aluminum nails. Install nails every 3 ft on underside of facia. Premeasure length of facia board and cut facia wrap so that shortest section is no less than 5 ft in length. Snip the ends of the facia wrap at the corners of the eaves to provide overlapping material in the corners.

3.3.7 VENTILATION

Fifty percent of the required area for attic ventilation shall be at the soffit or eaves of the roof, and fifty percent of the ventilation shall be installed via ridge vents. Ridge Vents shall provide the open area required based on 1 square foot of vent space for 150 square feet of attic floor space.

Verify that eaves/soffits and ridge vents are no closed off within the attic space with insulation, underlayment, or other materials.
