1.0 BACKGROUND AND EXISTING CONDITIONS:
Fort Raleigh has five housing units designated by number: 1441, 1443, 1445, 1447 and Quarters 5 (A
Frame) that provide lodging for permanent and seasonal employees. Park service maintenance staff, residents, and family members utilize the driveway and yard for parking and other normal activities.
Four units (1441, 1443, 1445, 1447) were constructed circa 1960’s. These four units are wood framed, single story gable roofs with asphalt shingles, including a single car garage connected to the main house.
The roof slope is 5/12 with three 2” plumbing vents and one 4” plumbing vents on each house. Each roof has a 10” diameter air vent and a 16” diameter powered exhaust vent. The roof decking consists of 1/2” plywood with repairs made periodically over time. The facia boards measure 1” thick x 5.5” wide. The roofs are approximately 2,100 sq ft each. The roof trusses are 24 inches on center, and the attic space includes a vent at the ridge of the gable at both ends of the main house. High winds have caused the existing asphalt shingles to blow off, requiring repairs to roof decking and shingles on all four units.
Attic space can be accessed in each house by a pull-down staircase. Attic flooring partially covers the attic area. Rafters, bracing, and HVAC limits movement in the attic space. Several of the roofs have internet or television satellite dishes installed on the roof or attached to the roof.
Q5 (A Frame) was built in 1995 and is wood framed, single story, with asphalt shingles. The roof is approximately 2,100 square feet with three 2” and one 4” plumbing vents. The roof has a ridge vent that is approximately 42 feet in length. Attic access is not limited.

2.0 OBJECTIVES:
Replace existing asphalt shingle roofs with new asphalt roofing systems.
3.0 PLACE OF PERFORMANCE:
The housing units at Fort Raleigh National Historic Site are located on Pear Pad Rd. Manteo, NC
27954.
4.0 PERIOD OF PERFORMANCE:
90 days from issuance of Notice to Proceed.
5.0 TASKS/SPECIFICATIONS:
BASE:
Replace Asphalt Shingle Roof at three housing units 1443, 1445, and 1447 Pear Pad Rd with new Asphalt
Shingle Roof. Work must follow the attached Specification Section 07 31 13.01 10 High Wind Asphalt
Shingle Roofing.
5.1 Demolish and dispose of approximately 6,300 sq ft of existing roof systems down to existing roof decks to include satellite dishes and posts, nails, attic vents, boots (approximately 2,100 sf each roof).
5.1.1 Throughout the demolition and construction period, use tarps or other materials to catch roofing debris. Do not allow nails, shingles, or other demolition debris to spread around the yard, property, driveway, etc. Walk daily with high powered magnet, visual inspection, and other appropriate tools to remove debris from the ground level. Document in the daily reports the cleaning of the ground level site.
5.1.2 Provide fence or other barrier at ground level to alert residents and staff of areas where debris may fall from the roof to the ground. Maintain the barriers during the demolition and construction period so that barriers are visible, sturdy, and straight.
5.2 Repair roof deck, 750 sf at roof ventilation penetrations and damaged areas, (approximately
250 sf each roof).
5.2.1 Remove the round powered exhaust fan and vent on each roof. Safely remove existing fan. Disconnect the fan and install a junction box in the attic attached to a rafter to loop the wiring circuit according to the National Electric Code.
5.2.2 Cut existing roof deck at air vent openings back to nearest truss rafter, at least 2 ft x 2 ft. Ensure straight cut lines that do not penetrate or cut the truss rafters.

5.2.3 Install new ½ inch thick plywood in opening matching the thickness of the existing roof deck. Ensure a snug fit with adjacent roof deck. Fasten existing deck and new plywood at the repair.
5.2.4 Remove rotten or damaged roof deck and repair deck. At locations of rotten or damaged wood, cut the roof deck to remove damaged areas back to the nearest truss rafter. Ensure cuts to remove old deck are straight and do not penetrate or cut the truss rafters. Replace the removed wood with new ½ inch thick plywood.
Ensure new plywood has straight cut lines that fit in the removed area with gaps no larger than ½ inch. Fasten existing deck and new plywood at the repair.
5.3 Install new asphalt shingle roof system. New roof system must meet the attached high wind specification and be rated for 150 mph or greater.
5.3.1 Install new Roof system according to approved products. New roof system must meet the attached high wind specification and be rated as 150 mph.
5.3.1.1 Color of new shingles will be selected by the CO. Submit the manufacturer’s available colors for approval.
5.3.1.2 Include drip edge. Corner pieces shall be continuous and cut to bend around the corner for at least 12 inches on both sides of the corner.
5.3.1.3 Cover entire roof with self-adhering membrane on top of the roof deck recommended by the roofing system manufacturer.
5.3.1.4 Install new rubber boots for pipe vents sized to fit existing pipes and seal with no leaks.
5.3.1.5 Install new architectural asphalt shingles which meet or exceed a 150 mph wind rating. Installation must follow the manufacturer’s instructions and specifications and Building Code installation requirements for the location.
5.3.1.6 On each eave and rake, install a starter row of shingles or manufacturer specific starter strip material.
5.3.1.7 Install rain diverter above the front door and back door and back garage door. Rain Diverters shall be compliant with the new roof system, acceptable for installation and cause no void in warranty.
5.3.1.8 Plumbing vents shall include new rubber boots from the same manufacturer as the roofing system. New boots must fit snug around vent pipes and be secured to roof per manufacturer’s instructions.
5.3.1.9 Provide 14 sf (1440 sq in) of ventilation for the attic space on each house. Provide ridge vent meeting the specs of the manufacturer’s roofing system Provide documentation of the ridge vent opening showing the total area of ventilation.
5.3.2 Replace Fascia boards on each house.
5.3.2.1 Remove existing facia boards on eaves and rakes of the house and garage. Approximately 720 ft of fascia boards (approx. 240 ft each house) shall be replaced with new pine boards, primed and painted. New facia shall measure 1” thick and 5.5” wide, #2 grade pine fastened to
7 | P a g e each roof rafter with minimum 2 fasteners per rafter. Prime and paint all
6 sides of the new facia boards prior to installation. Use exterior latex grade primer and 2 coats of flat white mildew resistant latex paint. Exact color will be selected by the CO.
5.3.3 Soffits. Clean soffits with residential exterior house cleaning product to remove dirt, grime, mildew. Recoat with 1 coat of exterior latex primer and 2 coats of mildew resistant exterior latex paint. Color will be selected by the Contracting
Officer.
5.3.4 Carpentry/Roofing/Framing/etc. work necessary to provide a complete and useable roofing system in place of the existing roof is included in this project.
5.3.5 Follow FEMA Technical Bulletins and Advisories notices for high wind and flood hazard areas.
5.3.6 New roof system must meet International Building Code/North Carolina
Building Code for the wind rating at the project site.
5.3.7 Color will be selected by the COR. Submit the manufacturer’s available colors for approval.
5.4 Temporary roofing shall maintain the project roof as watertight and able to prevent leaks and damage to the building and structure until reroofing work is completed. Contractor is to make sure that at the completion of work each day the projects roof is 100% watertight.
5.5 National Park Service (NPS) requires the existing roof decks to be walked after demolition has been completed with their onsite Contracting Officer Representative (COR) prior to installation of any new roof materials to ascertain if any water penetration has caused deterioration and corrosion of the existing decks which are to remain.
OPTION 1: Demolish and Replace the roof at 1441 Pear Pad Rd.

6.0 WARRANTIES
6.1 In addition to warranty required by FAR clause 52-2.6-21 warranty of construction, the following is also required:
6.1.1 New roof shingle system must have a 15-year material warranty (minimum).
Installation contractor must provide a 5-year (minimum) workmanship warranty, non-prorated. No exclusions for wind rating or workmanship due to hurricanes.
Manufacturers or roofing systems with warranties which carry exclusions for wind ratings and workmanship due to hurricanes shall not be approved. No reductions in warranty shall be approved for the slope of the roof of the existing houses.
7.0 DELIVERY:
7.1 Deliver roofing materials to the project site in original containers with seals unbroken and labeled with manufacturer's name, product brand name and type, date of manufacture, approval or listing agency markings, and directions for storing and mixing with other components.
7.2 Delivery of materials to the park will be brought in when needed. Items stored outside will be done at the Contractor’s own risk. Use and storage of a work trailer can be coordinated with the COR.
7.3 Materials must be stored on site according to Manufacturer’s recommendations and requirements. Damaged or improperly stored materials must be replaced at the Contractor’s expense.
8.0 GOVERNMENT-FURNISHED EQUIPMENT:
8.1 No Government equipment will be provided. Water from available hose bibs on houses and exterior electrical outlets on houses may be used during the project by the Contractor as needed. Back flow prevention and over current devices must be provided by the Contractor and utilized according to municipal codes and manufacturer’s instructions.
9.0 SECURITY:
9.1 Access to the site will be during normal business hours (M-F 7:00 to 5:00 PM) unless temporarily approved by the COR. An escort will be provided during any necessary entry into non-public or secure areas. No work will be accomplished during federal holidays, during inclement weather, in advent of an emergency or during planned park events.

10.0 OTHER UNIQUE REQUIREMENTS:
10.1 This site is part of the Fort Raleigh National Historic Site. Therefore, additional care must be taken while working around visitor areas. No obscene language on clothing will be allowed. Appropriate clothing and shoe wear must be worn inside of the park’s areas. No smoking or tobacco products in or around the buildings (within 50 feet of buildings or entrances). The COR will show the crew members where the established smoking areas are located. No inside lunch areas are available. Clean-up will be accomplished 45 minutes prior to schedule closing time. No trash or debris will remain in the work site overnight.
Dumpster and recycling are the sole responsibility of the contractor. Contractor’s vehicles will be parked be at the discretion and coordination of the COR to prevent impact on the visiting public.
10.2 Work site is in a government housing area. Parking will be designated for contractor personnel. Dumpster location will be designated by COR based on available locations.
10.3 During the demolition and construction phases of the project, work will be done to prevent the greatest impact on the housing residents. Areas that need to be closed will be coordinated with the COR.
10.4 The contractor is responsible to repair all damage caused by their personnel or equipment. Property and grounds must be brought back to original or better condition.
11.0 QUALITY ASSURANCE:
11.1 Quality Assurance will be completed through inspections by the Contracting Officer
Representative and Subject Matter Experts. Manufacturer’s instruction, Building Code
Requirements, and Industry Standards such as National Roofing Contractors Association standards will be utilized to assure quality of workmanship.
11.2 The contractor shall maintain a qualified crew of roofers throughout the duration of the project and ensure quality control. Only qualified journeypersons shall be engaged in roofing work. Apprentices may be used provided they work under the direct supervision of a qualified journeyperson. A qualified crew will consist of the project manager, journeymen and apprentices.
12.0 SUBMITTALS:
Submittals shall be submitted to the CO and approved prior to contract award.
12.1 Work schedule -- delineating the various stages of work by phase (milestones). At a minimum include: Demolition for each house, new installation of each house, expected completion date for each house.
12.2 The following submittals will-be required after work is complete and before final invoicing:

12.2.1 Warranties and Product Guarantees.
12.2.2 Manufacturers recommended care and maintenance requirements.
13.0 BARRIERS & RESOURCE PROTECTION MEASURES:
13.1 Protect all exterior/interior surfaces of the building and adjacent landscaping, walks, drives, walls, signage, all adjacent buildings, and Government equipment from damage by project operations. Use drop cloths, shields, masking, templates, or other suitable protective means. Protect glass windowpanes, and metal hinges and other non-painted features from breakage or other damage during project work.
13.2 Erect temporary construction barriers to protect visitors, employees and restrict pedestrian access. The contractor shall work with the CO/COR to avoid or minimize interruptions to general visitor access. Minimum is OSHA standards.
14.0 GREEN CONSIDERATIONS:
14.1 To the greatest extent possible, provide products and materials that have a lesser or reduced effect on the environment considering raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, and/or disposal of the product.
14.2 Use products meeting or exceeding EPA’s recycled content recommendations for EPA designated products.
