About this file

This document is a Questions and Responses file for Request for Proposal (RFP) Daily Courier 004 RG 2026, issued by the United States District Court Central District of California. The RFP seeks a courier service to transport parcels between three divisional locations (Western, Southern, and Eastern Divisions) with specific operational requirements: pickups must occur at 12:00 PM and deliveries completed by 4:00 PM the same day. Vehicles must have space for seven to ten parcels, and couriers will be subject to background checks and security clearance.

Key contract details include a 12-month contract term with month-to-month pricing, fixed pricing structure, and the potential for contingency routes between four courthouse locations. Subcontracting is permitted, and option years may be awarded based on funding availability. There is no set-aside requirement, no specific bond amount needed, and box sizes will typically be around 15-3/4 x 12-3/8 x 10 inches. The contract allows for flexibility in driver substitution, requires all packages to go through security screening, and provides a loading zone for couriers.

Questions and Reponses for RFP Daily Courier 004 RG 2026

1. For questions regarding this bid package, do you have a specific request for information or request for clarification form or do you just want an email with my questions?

a. An email is fine.

2. I wanted to confirm whether it is permissible to subcontract 100% of the work for this RFP.

I noticed there is no set-aside requirement listed, but I would like to double-check to ensure I fully understand the subcontracting limitations and do not waste your time with an ineligible submission.

a. Yes, it is permissible. Please see Provision 3-20 and Clause 3-25 and 3-40 of the

RFP.

3. What type of vehicle is required for daily route? Can we a van? A car? SUV? Pick-up truck?

a. The car will need to have space to hold seven to ten parcels. Please see section C.3 of the RFP.

4. Are there dedicated parking spots for couriers such as a delivery and loading zones, or will couriers need to find parking at the time of each pickup and delivery? Will couriers be given access badges or must they enter through security screening checkpoints prior to pickup/delivery? How short notice will contingency routes be activated?

a. The courier will have a loading zone.

b. The contract courier will be subject to a background check and security clearance.

Please see section C.8.

c. All packages must go through security screening.

d. Unfortunately, unplanned events happen, and a short notice is possible. Contingency routes may be activated at the time of pick up or delivery.

5. I am reaching out regarding Contract 004RG2026 and would like to request clarification on the start and pickup times. The contract states:“The contractor shall execute the pick-up from each divisional location no earlier than 12:00 p.m. and shall execute delivery to each divisional location no later than 4:00 p.m. the same day.”However, the pricing/cost section refers to a morning pickup, which appears to conflict with the 12:00 p.m. earliest pickup time mentioned above.Could you please clarify the correct pickup window so that we can ensure full compliance with the contract requirements?

a. The pickup should be done at 12:00 pm.

6. Are pickup and delivery locations serviced on a scheduled basis, or is service provided on a first-come, first-served basis within the outlined operating hours?

a. The contractor must submit a proposal. Items are to be picked up at 12:00 PM and delivered by 4:00 PM.

7. Section C.4 states: “The contractor shall execute the pick-up from each divisional location no earlier than 12:00 p.m. and shall execute delivery to each divisional location no later than 4:00 p.m. the same day. Does this language mean that pickup service cannot be performed during morning hours as outlined in the RFP?

a. The pick will need to be done at 12 pm.

8. Since future option years are not guaranteed, is it still required that pricing for option years be submitted in order to be considered for the award of the base contract?

a. No

9. If pricing for option years is submitted, will option years be awarded concurrently with the base period (FY25–FY26), or exercised at a later date?

a. They will be awarded as funding is permitted per fiscal year.

10. If a delivery location has no reciprocal outbound parcels on a given day, will the contracted monthly service rate remain unchanged, or will there be any deductions/adjustments?

a. The dollar amount would not change. This is a fixed price contract

11. The RFP indicates pricing should be provided on a month-to-month basis within a 12-month contract term. Is there a possibility that the contract could be terminated before the completion of the full 12-month period?

a. Yes. Please see section I, clause 7-220, 7-223, and 7-230

12. What are the approximate dimensions of the sealed corrugated boxes to be transported?

a. Box sizes may vary. The most common size is 15-3/4 x 12-3/8 x 10.

13. What is the approximate average or maximum value of a single shipment?

a. Value can vary between shipments.

14. Is there a specific bond amount requirement for this contract?

a. No

15. Section C.13.a states that “USDC may require courier services between four divisional locations: Western Division (Roybal Courthouse, First Street Courthouse); Southern Division (Ronald Reagan Federal Building); and Eastern Division (George E. Brown, Jr.

Federal Building).”Will these contingency courier services be required only on an as-needed basis, or should the contractor anticipate these additional stops being part of the daily route?

a. The First Street Courthouse is not part of the daily route, but it may be used as an alternative to the Roybal Courthouse if circumstances at the Roybal building necessitate it.

16. It states that the contractor’s couriers shall be subject to a background check and security clearance. If our regular day-to-day courier/driver changes, can this process be performed the same day in order to utilize a new driver without service interruption?

a. If a backup driver is available, please provide their name along with the primary (day-to-day) driver.
