Statement of Requirement – Jon Boat Purchase

The Patuxent Wildlife Research Center (PWRC) needs to buy a new Jon boat to replace a worn-out boat that is no longer serviceable – as described in the accompanying Justification document. The new Jon boat will be paired with an existing new outboard engine and put to use immediately in support of an on-going research project. This purchase request is intended to solicit bids for a new Jon boat hull, rigging parts, and marine services required to make the new equipment ready to put into service using the extant engine. Once the winning bidder is selected, PWRC will deliver the new engine (still in crate) to the vendor for installation and final rigging. PWRC will also pick up the completed outfit once the rigging is finished and the boat has been test run.

Existing engine – PWRC will supply the vendor with an unused Yamaha Model F60LB four-stroke outboard engine with 20” shaft, mounting hardware, engine harness, and propeller. The vendor supplying the boat and rigging services will assume no warranty responsibility with respect to the performance of the outboard engine.

New Jon Boat – PWRC plans to purchase a new aluminum Jon boat that meets the specifications listed below. The vendor will be required to supply the hull, center-mounted console, engine control cables, fuel line and fittings, electrical wiring and switches, top-mounted engine controls, ignition switch with key and safety kill-switch, battery breaker switch, bilge pump with auto switch plumbed to a thru-hull fitting, tachometer, engine hour meter, breaker panel, running and anchor lights, engine oils and lubricants, and steering wheel with mechanical steering helm and cable - all installed in the boat so that it is fully operational. The boat must be manufactured and rigged in such a way as to be in compliance with US Coast Guard (USCG), NMMA, and ABYC guidelines. PWRC will supply the aforementioned engine, propeller, fuel tank, battery, and trailer to complete the outfit.

Hull Specifications – The desired Jon boat is a typical heavy-duty recreational/light commercial duty, modified-V hull, constructed of at least 0.125”gauge, all welded aluminum, laid out in a mid-stationed center console configuration with remote engine controls and have a single aft bench seat. The boat must be designed to accommodate a single, transom mounted, 20” propeller-shaft, outboard engine. The boat must be USCG certified to handle at least a 130 Hp remote-steer engine and have a carrying capacity of at least 10 passengers.

Specific Criteria (Hull) – The following specs are considered mandatory:
