About this file
This document is a detailed technical specification for disconnect switches, grounding air switches, and disconnect/grounding switch combinations for the Western Area Power Administration (WAPA). The specification covers electrical equipment rated from 15.5-kV through 245-kV, with requirements for moderate and high seismic qualification levels per IEEE 693 standards. The technical specification includes comprehensive details on switch ratings, features, tests, support structures, seismic requirements, and performance specifications, with specific tables detailing voltage classes, current ratings, impulse levels, and operational characteristics for various switch configurations.
The document represents a Request for Information (RFI) for potential manufacturers to demonstrate their capability to provide these specialized electrical switching equipment components. The solicitation targets small businesses under NAICS code 335313 (Switchgear and Switchboard Apparatus Manufacturing) and requires interested sources to submit capability statements showing they can meet the technical specifications. Key technical requirements include switches capable of operating in temperatures from -50°C to +55°C, with specific provisions for mounting positions, terminal heights, ground blade configurations, and seismic performance across different voltage classes. Manufacturers must provide detailed documentation, including seismic qualification reports, design test reports, and comprehensive product data demonstrating compliance with the extensive technical requirements.

I. Specification For Disconnect Switches
a. General: Each disconnect switch, free standing grounding air switch, disconnect/grounding switch combinations, and load and line switcher (a.k.a., disconnect switch or switch) shall be designed and tested and shall be capable of performing in accordance with these specifications, NEMA SG6 - Power Switching Equipment, and ANSI/IEEE C37, except as specifically required herein. The disconnect switch minimum clearance from live parts shall be in accordance with Table 124-1 (pages 52 through 56) of IEEE C2-2017 (National Electric Safety Code). In the event of contradictory requirements between ANSI, IEEE, NEMA, and these requirements, the terms of these requirements shall apply. Only new equipment of current manufacture shall be furnished. The equipment shall be outdoor type disconnect switch, grounding air switch, disconnect/grounding switch combinations, and load and line switcher that are single-pole or three-pole, single-throw, group-operated, 60 Hz, rotating insulator type. Each switch shall be complete with all accessories and fittings required to place the unit into operation.
b. Ratings and Features: The switches shall be rated as specified in Table A-D:
TABLE A - 15.5 – 48.3-kV Disconnect Switches Higher voltage switches may be quoted to provide the required elevation, continuous current and/or short-time and peak withstand current ratings (Note 1). The following ratings are the minimum specified ratings for 15.5-kV through 48.3-kV disconnect switches. The full manufacturer’s design ratings shall be provided in Attachment E – Offeror’s Technical Proposal Qualification Data Summary Table.

i. Switch Duty: As per ANSI/IEEE C37.30.
ii. Construction: Switches shall be suitable for the specified ratings.
1. Contacts: Main blade switch contacts shall be self-aligning, self-wiping, high pressure contacts.
