About this file
This is a geotechnical data attachments document prepared by Tighe & Bond for the City of New Haven, Connecticut, detailing subsurface exploration findings for the environmental remediation and redevelopment project at 198 River Street. The document includes a subsurface exploration plan with test pit locations and boring locations, along with detailed test pit logs from five excavations (TP-1 through TP-5) conducted by Red Technologies on March 1, 2024, at approximate depths ranging from 8 to 11 feet, and two borings (B-1 and B-2) drilled by Clarence Welti Associates Inc. on June 17, 2022, to depths of approximately 35 feet. The exploration identified subsurface conditions consisting of concrete slabs at shallow depths (0 to 1.3 feet), followed by fill material containing brown sand and gravel with miscellaneous debris including brick, concrete, and ash, and native soil layers beneath. Groundwater was encountered in all test pits and impeded excavation efforts. The document notes that pit terminations occurred due to groundwater conditions and pit collapse risks, and observations included petroleum-like odors in some locations and occasional shells in deeper native soil strata.
Laboratory testing data provided in the document includes particle size distribution analysis, Atterberg limits testing, and organic content analysis for three samples collected from test pits TP-2, TP-3, and TP-5 at depths between 5 and 10 feet. Sample TP2 (5-9 feet) was classified as brown poorly graded sand with gravel with 30.9 percent moisture content and 68.9 percent sand composition. Samples TP3 and TP5 underwent organic content testing only, with organic content values of 3.5 percent and 2.8 percent respectively. The testing was conducted by Thielsch Engineering Inc. in Cranston, Rhode Island, with results reviewed on March 14, 2024, and the final report dated March 13, 2024. All subsurface data collected through this exploration directly supports the environmental remediation scope outlined in the project, which includes excavation and disposal of contaminated soils with polychlorinated biphenyl (PCB) concentrations exceeding 50 parts per million and other contaminants, along with dewatering and treatment of contaminated groundwater.
