ATTACHMENT 3 – Description/Specifications/Statement of Work – for Log Haul

SECTION 1 -- GENERAL

1.1 Scope of Contract – Work includes hauling logs from roadside salvage points, log decks, campgrounds, or other areas designated, to staging areas in close proximity of in-stream restoration sites. The work includes extracting material; sawing/bucking; delimbing; falling; uprooting trees; removing soil from root wads; skidding whole trees and logs; and loading, hauling, and unloading logs, trees--with and without root wads, and/or root wads, from and to various locations.

Contractor shall perform all work required in accordance with specifications of the contract. The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract. The Contractor shall provide any and all labor, equipment, tools, transportation, and supplies necessary to perform the work identified in each BPA Call.

1.2 Typical Materials - Materials include, but are not limited to, logs or whole trees up to 40 inches dbh with or without root wad attached (20 to 80 feet long); root wads or boulders up to 3 cubic yards. The maximum size of single logs may weigh 20,000 pounds--this is approximately equivalent to a green, Douglas Fir log (without root wad) 60 feet in length and 30 inches (small end) x 40 inches (large end) in diameter. A green, Douglas Fir log with root wad, 50 foot in length and 35 inches in average diameter, could weigh approximately 20,000 pounds. Logs may be shorter and of proportionally larger diameters.

Boulders to be extracted, loaded and hauled for stream restoration projects are typically competent, angular basalt, 1 to 1.5 cubic yards in size, but may be as large as 3 cubic yards, as required per BPA Call. Boulders are typically extracted from Forest rock pits or road sides.

1.3 Project Location - Operations shall be confined to lands within the Siuslaw, Willamette, Umpqua, Rogue River-Siskiyou, Olympic, Gifford Pinchot, Deschutes, Ochoco, Umatilla, Malheur, & Wallowa-Whitman National Forest. A map will be provided of the work sites with each BPA Call.

FS map: https://www.fs.usda.gov/detail/r6/home/?cid=fsbdev2_026675

1.4 Access to Project Areas - Access to most project areas is by all-weather and seasonal roads. Exceptions are shown on individual project area maps. Some project area(s), as designated on individual project maps, may require access through locked gates. Contractor shall work with the appropriate Administrative Office to secure keys required for access through locked gates and when additional arrangements are required.

1.5 Equipment Cleaning - In order to prevent the spread of invasive species (noxious weeds and aquatic invasive species) the Contractor shall thoroughly wash all vehicles and equipment to be used on the contract including the undercarriage and treads prior to entry on USDA Forest Service lands. The COR will make a visual inspection of the vehicle. If any vehicle or equipment fails inspection, rewashing shall be required at the Contractor’s expense.

Rogue River-Siskiyou NF only (Port Orford Cedar): In order to prevent the spread of Phytophthora Lateralis, the root rot disease that kills Port Orford-Cedar, the Contractor shall clean all equipment prior to entering the National Forest. Additionally, pressure washing shall remove all mud and dried soil from outer surfaces and undersides of equipment.

If water is drafted from non-commercial sources, then Ultra Clorox Bleach(®), must be added.

Rate: 1 gallon of Ultra Clorox Bleach in 1000 gallons of water (52.5 ppm sodium hypochlorite).

NOTE: Ultra Clorox Brand Regular Bleach is the only product registered by the Environmental Protection Agency to perform as a fungicide used for Phytophthora lateralis. Substitutes will not be allowed.

Provide an Ultra Clorox Bleach Use Report to the CO by October 15 after each use period and at the close of the BPA Call. The use period is October 1 to September 30. Information is used for the Annual Pesticide Use Report. The Use Report form is attached (Attachment 5).

It is a violation of Federal and State law to use this product inconsistent with its labeling. Follow all directions, restrictions and precautions on the product label. The label included as Attachment 4 must be in possession of the user at the time of application.

1.6 Seasonal Restrictions - Periodic shutdown may be required due to high precipitation, severe weather conditions, or fire precautions. Seasonal work restrictions on any habitat altering or noise producing activities in or near the project area, including haul and access routes, may apply if Threatened and Endangered species are located in the project area. These restrictions may vary by species and circumstances. Specific seasonal restrictions and project areas affected will be identified on each BPA Call.
