This Statement of Need from NOAA's Marine Medicine Branch outlines requirements for medical training equipment to support their Coast Guard Certified Medical Person in Charge (MPIC) Course. The document details specific quantities and specifications for various medical training simulators and equipment needed to provide realistic training environments.
The required items include: 4 ear examination simulators with anatomically correct features and otoscope compatibility; 4 obstetric trainers capable of demonstrating multiple birth scenarios and procedures; 8 gallons of simulated blood; 6 hemorrhage control trainers with realistic skin texture and bleeding simulation; 8 spine boards with 1,100-pound capacity; 10 hard shell cases; 20 suture training pads and skills sets; 6 arm/leg suture sets; and 3 advanced airway simulators. Each item has detailed specifications for features and functionality. The government's evaluation will be based on equipment features/capabilities, durability, cost, delivery timeline, and how well the items meet NOAA's training needs. Vendors must provide POC information including name, email, valid phone number, and contract number.

STATEMENT OF NEED
National Oceanic and Atmospheric Administration
Office of Marine and Aviation Operations
Marine Medicine Branch
Background
NOAA’s Marine Medicine Branch instructs the Coast Guard Certified Medical Person in Charge (MPIC) Course. This is an advanced First Responder & medical intervention course, where students leave with Advanced Life Support/Basic Life Support/First Aid/CPR, Stop the Bleed, and Mental Health First Aid certifications.
Training covers a variety of topics: anatomy and physiology, head injuries, chest injuries, respiratory failure, diabetic emergencies and many more. The MPIC course is taught over two weeks by our staff of Doctor’s, Nurse Practitioners, Physician Assistants, Nurses and other medical providers, who teach skills such as suturing, IV’s, splinting and putting a person in a sling, taking vital signs, and much more. Our NOAA Corpsman and Professional Mariners require excellent medical training to meet the demands of an austere environment at sea, sometimes days from any medical treatment facility.
Objectives
NOAA’s Marine Medicine Branch’s objective, is to provide as realistic training environments and medical conditions as possible. We need to refresh our training equipment to better suit the needs of our trainees and prepare them for the responsibilities inherit within their roles.
Scope
In Table 1.1, you’ll see a list of different types of equipment we need fulfilled for our MPIC Course. The table breaks down the Quantity needed, Equipment, Desired Features and some examples of equipment we believe will fulfill our requirements.
Table1.1

Training is possible with both left and right ears.
Ideal Training Skills:
Ear Examination with an otoscope Foreign body removal
4 Obstetric Trainers
Normal vaginal delivery Complete, frank, and footling breech birth C-section delivery Ritgen’s maneuver
Episiotomy Vertex presentation Intrauterine manipulation Vertex/vertex, vertex/breech, breech/vertex, or breech/breech presentation in multiple birth Prolapse of umbilical cord Demonstration of placenta previa: total, partial, and marginal Normal delivery of umbilical cord and placenta Palpation of fetal fontanelles Features Removable diaphragm end plate for manual positioning of fetal baby/babies Removable stomach cover for positioning fetus Life-size pelvic cavity with major anatomic landmarks Hand-painted outline of the bony pelvis One baby boy and one baby girl, each with umbilical cord and placenta Anatomically accurate backbone and fontanelles on fetal baby/babies
8 Simulated Blood for Mannequin
Simulated Blood - Same Viscosity as real blood - Stain Resistant One Gallon
6 Hemorrhage Control Trainers
The trainer simulates a full arm of an adult The skin is made of high-quality sturdy silicone to simulate human skin and tissue Features bony landmarks and palpable vessel damaged Direct feedback: the bleeding will stop when tourniquet has been correctly applied The application of the tourniquet can be made “high and tight” or 5- 8 cm (2”-3”) above the wound Each wound bleeds independently Designed for field use: sturdy construction Easy to clean and to transport in carrying bag (included)
8 Spine boards and Straps
Spine Board roughly 1.75-inch and lightweight 14-pound long spine board that can carry a 1,100 pound payload.
10 Hard Shell Cases Cases must be similar dimensions to the links attached and must fit the equipment listed (excluding spine boards) within them.
10 Suture Skills Training Pads
Realistic layers of tissue Reuse the site numerous times
10 Advanced Suture Skills Sets
Skin pad can be sutured hundreds of times.
deep dermal suturing, tendon repair, and purse-string suture
6 Arm and Leg Suture Sets
Provide a lifelike suturing experience. Realistic skin texture with wrinkles, pores, and visible fingerprints. Soft and pliable for easy sewing, the skin is tough enough that sutures will not pull out when tightened.
