About this file

This document is an ITQ (Invitation to Qualify) Qualification Form for the Emergency Care Services ITQ Contract #4400030450 issued by the Commonwealth of Pennsylvania. The purpose of this ITQ is to qualify responsible and responsive Contractors to provide turnkey congregate sheltering services and large-scale feeding operations in response to an emergency or a Governor declared disaster. The qualified Contractors will supplement county or local jurisdictional services when the scope, scale, and complexity of requirements exceed the existing and available resources. Contractors must complete the Qualification Form, which includes sections on company information, ITQ commodity code selection, and a detailed capabilities statement addressing topics such as service quality, company size and diversity, experience, subcontractors, and ability to manage multiple events.

The ITQ Contract has no set quantities or award dates, as services will be ordered on an as-needed basis during emergency events. Qualified Contractors will be eligible to receive work orders under this open-ended contract. The contract term is not specified, but it is intended to be available for use during emergency situations as they arise. Pricing terms, set-asides, and funding sources are not detailed in this document.
