About this file

This Statement of Need details NOAA's procurement of HYPACK HYSWEEP software licenses for multibeam sonar data acquisition. The purchase request (PR# 140802-25-0739) covers two HYSWEEP/HYPACK Survey Software Downloads to support hydrographic, fisheries, and oceanographic missions across NOAA's fleet. The software is critical for integrating sonar, positioning, and sensor inputs, ensuring vessels can continue meeting accuracy standards for navigation safety, resource management, and scientific research.

The procurement includes both shipboard and shoreside software licenses to maintain operational continuity, enable technical troubleshooting, and provide comprehensive training for survey technicians. The expected delivery is 14 days after receipt of order, anticipated for October 15, 2025, with delivery to the Marine Operations Center-Pacific in Newport, Oregon. The investment aligns with federal mandates including the Federal Data Strategy, Evidence Act, and Executive Order 14028 on cybersecurity, aiming to keep NOAA's data acquisition systems secure, interoperable, and mission-ready.

STATEMENT OF NEED

Purchase Request Number: 140802-25-0739

HYSWEEP- HYPACK Software

PURPOSE

This procurement is a mission-critical investment to ensure NOAA’s fleet remains fully capable of acquiring high-quality multibeam sonar data in support of hydrographic, fisheries, and oceanographic missions. Specifically, it includes the acquisition of HYPACK HYSWEEP software licenses and associated support to maintain standardized, fleetwide capabilities for planning, collecting, and quality-checking seafloor mapping data. HYSWEEP is the primary tool NOAA uses to integrate sonar, positioning, and sensor inputs into a unified acquisition system.

Current licenses require renewal and updates to remain compatible with evolving hardware, operating systems, and mission requirements, ensuring that NOAA vessels can continue to meet accuracy standards and deliver data products essential to navigation safety, resource management, and scientific research.

BACKGROUND

Every NOAA ship that conducts hydrographic or fisheries acoustic surveys relies on HYPACK HYSWEEP as the primary software for acquiring, integrating, and quality-controlling multibeam sonar data. To ensure operational continuity and technical expertise across the fleet, HYSWEEP must also be available in shoreside environments for troubleshooting, testing, and training.

Shoreside licenses allow technical staff to replicate shipboard configurations, diagnose issues without disrupting active missions, and develop solutions that can be rapidly deployed to vessels.

They also enable NOAA to deliver realistic, hands-on training for Survey Technicians and other personnel, ensuring crews are fully proficient before embarking and minimizing on-mission learning curves.

This investment directly supports NOAA’s mission by maintaining a ready, capable technical support environment and providing the tools needed to train the workforce on standardized, fleetwide acquisition practices. Proactively sustaining shoreside HYSWEEP capability avoids higher costs and mission delays associated with reactive problem-solving and insufficiently trained operators. The resulting improvements in efficiency and data quality directly benefit navigation safety, habitat assessment, coastal resilience planning, and marine resource management.

Moreover, these capabilities support multiple scientific, environmental, and national security priorities, delivering a high return on taxpayer investment. This procurement aligns with federal mandates, including the Federal Data Strategy, the Evidence Act, and Executive Order 14028 on cybersecurity, by ensuring that NOAA’s data acquisition systems remain secure, interoperable, and mission-ready, both at sea and on shore.
