About this file
This is a Public Notice Advertisement issued by the Georgia Department of Transportation for design-build services on the SR 25 at Darien River Bridge Replacement project located in McIntosh County, Georgia. Georgia DOT seeks a Design-Builder team consisting of a Lead Contractor and Lead Design Consultant to design and construct a new bridge approximately 1,441 feet long and 55 feet wide, offset 40 feet west of the existing alignment along SR 25/US 17/SR 99/N. Walton Street at the Darien River. The project will maintain two-lane, two-way traffic during construction by initially building a portion of the new bridge, shifting traffic to it, then demolishing the old bridge and completing the remaining span, with the corridor covering approximately 0.5 mile and including a shared-use path and sidewalk. The selection process follows a two-phase Best Value method: Phase 1 involves evaluation of Statements of Qualifications (SOQ) submitted by December 26, 2025, with up to five proposers selected as finalists by April 22, 2026; Phase 2 involves submission of proposals by August 27, 2026, with price proposals opened on September 18, 2026. An Industry Forum virtual presentation is scheduled for January 14, 2026, followed by optional one-on-one meetings on January 15, 2026, with the Request for Qualifications issued on February 19, 2026.
The design-builder team must include personnel prequalified by Georgia DOT in specific Area Classes, with the Lead Design Consultant requiring minimum prequalification in Major Bridge Design and the team collectively requiring prequalification in numerous disciplines including NEPA documentation, ecology, archaeology, hydraulics, surveying, utility coordination, and erosion control. The selection committee will evaluate proposers based on Lead Project Manager qualifications and experience, key personnel credentials including familiarity with Georgia DOT-specific processes, minimum ten years of experience delivering similar projects, and apparent suitability for the project type. The contract award will be determined by the highest combined score of price and technical proposals per Georgia's Design-Build Procedures regulations. Twenty-seven firms are listed as conflicted and ineligible to participate. No pricing information, funding amounts, or contract terms are specified in the public notice advertisement.
