About this file

This document is an amendment to a federal contract opportunity with the Air Force Research Laboratory. The amendment provides question and answer responses related to the Pervasive Research & Evaluation for Complex-solutions In Operational & Urgent Systems (PRECIOUS) solicitation.

Key details:

  • The PRECIOUS program seeks a prime contractor and team to support day-to-day laboratory operations and conduct R&D/demonstration projects across 10 technical areas, including materials, composites, manufacturing, and others.
  • The work will be executed at both government and contractor facilities, with evolving customer requirements and projects. The contractor must demonstrate experience and expertise across all technical areas.
  • The work will be performed at the Top Secret, Special Compartmented Information, and Special Access Program classification levels.
  • Offerors must provide personnel with specific certifications, like NAS 410 Level 3, to operate the government's nondestructive evaluation laboratory.
  • Approximately half the work will be executed at government facilities at Wright-Patterson Air Force Base, requiring daily access by contractor personnel.

AMENDMENT 3

21 AUGUST 2024

QUESTION/GOVERNMENT RESPONSE

Pages: 3

QUESTION: Is the government seeking a prime contractor and team to support the PECIOUS effort on a day to day basis OR is the government seeking a collec on of white papers that describe discrete ini a ves that align with PRECIOUS objec ves?

GOVERNMENT RESPONSE: Day-to-day basis. There are two components: 1) providing on-site Gov’t Facility exper se for daily laboratory opera ons across all Key Technical Areas, and 2) R&D and demonstra on projects managed and executed at contractor facili es. Both have evolving customer M&P needs and projects across the planned period of performance.

QUESTION: Please clarify the level of classifica on that this program will be executed at.

GOVERNMENT RESPONSE: Per Para 5.1.1. of the Basic SOO a ached to the Call, “contractor shall perform work under this contract up to the TOP SECRET, Special Compartmented Informa on (SCI) and Special Access Program (SAP) levels of classifica on.”

QUESTION: We’re an cipa ng the overall intent for PRECIOUS is to be a specialty services type ac vity where the deliverables are iden fied from evolving customer agency M&P needs over the period of performance (consistent with each TO) vs. any specific upfront named program requirements determined for a given set of programs (i.e. the contract will require the successful offeror(s) to generally support mul ple customers across the stated key technical areas of the SOO on an as-needed basis). Is that an accurate characteriza on of the intended work?

GOVERNMENT RESPONSE: This is indeed a correct characteriza on of the intended work. There are two components: 1) providing on-site Gov’t Facility exper se for daily laboratory opera ons, and 2) R&D and demonstra on programs managed and executed at contractor facili es. Both have evolving customer M&P needs and projects that cannot be priori zed for the purposes of proposals.

QUESTION: Regarding Task 1 – in the A achment 1 (sec on 2.2) it is stated that :” The contractor shall provide personnel and exper se to perform the work listed below across each of the key technical thrust areas” . Also, in A achment 2 (sec on 3.2) it is stated that: “The contractor shall provide personnel and exper se to perform the work listed below across each of the key technical thrust areas iden fied in 3.1.” Ques on: is the Government asking for whitepapers that encompass all the different key technical thrust areas or focused on specific areas? For instance, would a project only focusing on Composites & Polymers be acceptable?

GOVERNMENT RESPONSE: Offeror must show experience and exper se for all key technical thrust areas iden fied. Offeror will be providing the R&D and Engineering personnel to run inhouse laboratories associated with the thrust areas. To meet the requirements for TO-1, you must demonstrate technical capabili es for all areas.

QUESTION: in the white paper, do we need already to demonstrate NAS 410 Level 3 qualifica on or is it possible to men on that we will create partnerships with subcontractors that own that qualifica on during the full proposal submission?

GOVERNMENT RESPONSE: Offeror will be expected to provide personnel in our nondestruc ve evalua on laboratory with the required cer fica ons immediately, as this laboratory cannot operate without required personnel. Offeror can demonstrate ability to meet all requirements through iden fied subcontractors, as long as iden fied subcontractors provide what is required.

QUESTION: with regards to work done at WPAFB base, is the government expec ng the contractor personnel to access the base on a daily basis and conduct the work using WPAFB facili es and equipment or will the WPAB act as a partner in the project and they will use their own personnel to support the project ac vi es?

GOVERNMENT RESPONSE: For TO-1, half of the work is executed at in-house laboratories on base, with the other half being executed as R&D efforts managed and executed at contractor facili es. All key technical areas require personnel to access the base daily to work in Gov’t facili es at WPAFB.
