About this file
This memorandum from the Department of the Army's United States Army Medical Command (MEDCOM) Health Care Acquisition Activity, dated November 18, 2009, addresses the application of DoD 3020.37 regarding the continuation of essential contractor services during crises for MEDCOM contracts.
The memorandum directs MEDCOM contracting officers to identify essential contractor services in solicitations and contracts that support mission-critical functions during emergency situations, with the 2009 H1N1 influenza pandemic cited as an example. Seven categories of contractor services have been determined to be essential for maintaining critical MEDCOM operations at all military treatment facilities: (1) Emergency Room Staffing, (2) Operating Room Staffing, (3) In-Patient and Support Staffing, (4) Laboratory Support Staffing, (5) Hospital Housekeeping, (6) Linen/Laundry, and (7) Nutrition Care. The point of contact for this guidance is LTC Scott A. Svabek, Commander of the Health Care Acquisition Activity, who can be reached at (210) 221-3298 or scott.svabek@us.army.mil.
