About this file

This is a Memorandum for Record - Limiting Competition document for a sole source contract for Stryker Power Cots Maintenance Service. The Riley Army Health Clinic at Fort Sill, Oklahoma requires a non-personal service contract for scheduled and unscheduled maintenance of Government-owned Stryker Power-PRO Ambulance Cots at Reynolds Army Community Hospital. The contract will run from 01 December 2025 to 30 November 2026 with four 12-month option periods through 30 November 2030, and a potential six-month extension.

Stryker Corporation is the sole source vendor due to proprietary maintenance capabilities, with no alternative third-party providers identified through market research. The contract specialist conducted a dynamic small business search and found no small businesses capable of providing power cot maintenance and repair. Stryker employs its own field service team (ProCare Services), uses only original equipment manufacturer (OEM) parts, and has exclusive proprietary diagnostic tools. The contract will be awarded under Federal Acquisition Regulation (FAR) 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold, with the contracting activity being the Fort Hood Health Contracting Branch.
