This is a Request for Proposals (RFP 27000010) issued by the City of Midland, Texas Information Technology Services Department GIS Division for LiDAR QL1 Topographic Capture, Impervious Surface Mapping, and Data Layers services. The project encompasses a 390 square mile acquisition boundary with impervious surface mapping for 67,455 City parcels. The City seeks a single qualified prime contractor to perform all components as an integrated engagement with demonstrated in-house capability for LiDAR and impervious surface processing. Proposals were due by 2:00 P.M. on October 28, 2026. The procurement timeline includes vendor interviews and product demonstrations scheduled for the week of November 9, 2026, with best and final offers requested by November 20, 2026 (if required). Contract award is anticipated for December 15, 2026, with notice to proceed on December 16, 2026. The initial contract term extends from notice to proceed through final delivery and acceptance of all project deliverables, with an expected project completion within twelve months of notice to proceed, subject to weather conditions and City review timelines. LiDAR acquisition is targeted for the November 2026 through March 2027 leaf-off window to achieve optimal data quality.
Pricing for this procurement is structured as a one-time capital purchase with no recurring subscription, platform, or data licensing fees permitted. The RFP Cost Summary requires itemized pricing for LiDAR acquisition, DEM/DSM production, 1-foot contours, advanced classification, survey/ground control points, impervious surface AOI and parcel-level data, and project management costs including mobilization, travel, data delivery, training, and closeout documentation. Vendor qualifications require minimum five years of experience with municipal or government LiDAR clients, demonstrated delivery of USGS QL1 products, ASPRS advanced classification capability, and experience with parcel-level impervious surface attribution for stormwater utility billing. The City's GIS environment is ArcGIS Enterprise (upgrading from v10.9.1 to v11.x) with Microsoft SQL Server 2019 SDE Geodatabase, using Texas State Plane Central Zone (NAD83 2011) and NAVD88 vertical datum. All deliverables must conform to mandatory data schema specifications with exact field names, data types, field lengths, and coded domain values; non-conforming deliverables will be returned as deficiencies requiring correction before acceptance. Evaluation criteria weighting is technical compliance and quality level (40%), total cost of ownership (30%), delivery schedule and staffing (15%), warranty and support plan (10%), and references and past performance (5%).
