About this file
This Request for Competitive Quotes (RFCQ) is issued by the Oregon Department of Transportation (ODOT) for geotechnical drilling services supporting a bridge pier protection project located where US 101 crosses the Umpqua River near Reedsport, Oregon at approximately milepost 211.1. The project requires drilling services to be performed on a barge to protect fender structures from boat collisions. A total of eight geotechnical holes must be completed to design depths of 40 feet below the mudline (estimated 65–90 feet below water surface depending on location) using mud rotary and/or casing advancer techniques to refusal or competent rock, followed by HQ3T wireline coring to total depth. Standard Penetration Test (SPT) sampling will occur at 2.5- to 5-foot intervals, and undisturbed soil samples using Shelby tube samplers may be required for fine-grained cohesive soils. One truck or track-mounted geotechnical drilling rig with a dedicated crew, a water truck or alternative water storage solution on the barge, and support vehicles are required. Quotes must be submitted through the OregonBuys web-based eProcurement system, and this RFCQ is advertised as a bid solicitation on that platform.
The solicitation is governed by Oregon Revised Statutes Chapters 279A and 279B and Administrative Rules Divisions 46 and 47 of the Oregon Department of Justice. ODOT is committed to promoting diversity, equity, and inclusion by reducing barriers for minority-owned, women-owned, emerging small, and veteran-owned businesses. No pricing terms, set-asides, contract term duration, renewal options, or specific response or award dates are detailed in the provided excerpt. Prospective offerors without compatible software to open attached documents may contact ODOT's Procurement Office at 355 Capitol Street NE, Salem, OR 97301, or via email at OPOAdmin@odot.oregon.gov for alternative formats.

SECTION A – PROJECT AND SOLICITATION SUMMARY
A.1 RFCQ PROCUREMENT SUMMARY.
A.1.1 RFCQ PROCUREMENT SUMMARY. This solicitation and the resulting contract (“Contract”) shall be governed by and construed and enforced in accordance with the laws of State of Oregon without regard to principles of conflicts of law. Specific laws and rules that govern the solicitation process are found in Chapters 279A and 279B of the Oregon Revised Statutes (“ORS”), and Divisions 46 and 47 of the Administrative Rules (“OAR”) of the Oregon Department of Justice. The solicitation and resulting
Contract may be subject to other laws and rules.
ODOT requests geotechnical drilling services for a proposed bridge pier protection project where
US101 crosses over the Umpqua River near Reedsport, OR at approximately MP 211.1. As these fender structures are in the water to protect from boat collisions, the drilling will need to take place on a barge. One truck or track-mounted geotechnical drilling rig with a dedicated drill crew will be required, with a water truck (or some means of storing water on the barge) and support vehicle(s) dependent on the Contractor.
A total of eight (8) geotechnical holes will be completed. The geotechnical holes will be advanced to design depths of 40 feet below the mudline (estimated to be approximately 65-90 feet below the water surface depending on location) using mud rotary and/or casing advancer to refusal or competent rock, then HQ3T wireline coring to total depth. SPT sampling will occur at 2.5- to 5-foot intervals as specified or as directed by the ODOT Field Representative, and undisturbed soil samples (Shelby tube samplers) may be deployed if fine-grained cohesive soils (N<15) are encountered.
The materials that are likely to be encountered include unconsolidated alluvial sediments (silt, sand, gravel, and possibly cobbles/boulders), but there is the potential to encounter man-made obstructions associated with the bridge (riprap, broken piles, undifferentiated fill, etc.). The thickness of the unconsolidated alluvium unit is unknown, and bedrock may or may not be encountered at the proposed exploration depths. Final drill depths will be determined by the ODOT Field Representative based on the formation conditions encountered at each drill hole location.
All drill hole locations are in the Umpqua River and can only be accessed by barge. There are two public boat ramps near the southeast side of the bridge; loading/unloading and off -shift staging is the responsibility of the Contractor to coordinate.
Services are to be provided in accordance with the attached Pricing Submittal, Technical Specifications, and Bid Items as described. Work is to begin on an agreed-upon date on or after November 13, 2026 and shall be completed by December 18, 2026.
Per ORS 279B.055(2)(c), the selected Contractor shall meet the highest standards prevalent in the industry most closely involved in providing the Goods and Services required under the resulting Contract.

A brand-name-or-equivalent Specification is the listing of one or more brand names, manufacturer names, or seller names along with a designation such as “or equivalent”, “or approved equivalent”, “or equal” or “or approved equal’, or similar language. When a brand-name-or-equivalent Specification is used, Offeror may use either (i) the brand name product or

C.11.5 REQUEST RELATED TO ADDENDA. Requests for clarification and requests for change shall be submitted to the SPC per the method provided in Section C.11.3 and must be received by the time and date specified in the Addendum or 5:00 pm (Pacific) on the next business day after issuance of the Addendum if no specific date and time is given, or they will not be considered. If modifications are required after Quote submission, Offeror must withdraw its initial Quote submission using the “Withdraw Quote” button and submit a new Quote submission. Failure to comply with the provisions of this section will result in Quote rejection.
Nothing in this section shall be construed as allowing the Offeror to alter or otherwise change the form of the
Quote, the form of the Contract, the conditions of the Quote, or the Specifications or Plans attached to the Quote documents.
Offerors may not modify Quotes after the Closing.
C.13 QUOTE WITHDRAWAL PRIOR TO THE CLOSING. If an Offeror wishes to withdraw a submitted Quote, the Offeror must do so using the “Withdraw Quote” button in OregonBuys prior to the Closing (Bid Opening Date specified in OregonBuys) for this RFCQ.

Award will be made to one Offeror only. ODOT reserves the right to withdraw any item from award consideration if it is in the best interest of the State to do so.
C.20 PROCESSING OF QUOTES. Acknowledgment that the selection process is complete (whether by posting of a Quote tabulation sheet, issuance of an Intent-to-Award Announcement, or otherwise), shall not operate as a representation by ODOT that any Offer submitted was complete, sufficient, lawful in any respect, or otherwise in substantial compliance with the requirements of this RFCQ.
