About this file

This is an Invitation to Bid (ITB) document issued by the Oregon Department of Transportation (ODOT) for the Center Street Bridge Seismic Retrofit project in Salem, Oregon. ODOT seeks one qualified contractor to furnish and deliver waterline valves and fittings due to long lead times on the project. The bidder must have a minimum of five years of experience providing similar goods and must provide at least three references for contracts of similar scope and quantity completed within the last three years. All goods must be delivered no later than 270 calendar days following issuance of the Notice to Proceed to the delivery location at 885 Airport Road SE, Building R, Salem, Oregon 97301, with early delivery encouraged. Delivery must be F.O.B. destination with all transportation and handling charges paid by the contractor. No pre-bid conference is scheduled. Bids must be submitted through the OregonBuys eProcurement system by the deadline and time specified in OregonBuys, with the public bid opening occurring immediately thereafter. The contract term begins upon receipt of all required signatures and is anticipated to last one year or until all contractor obligations are completed, whichever is sooner.

Compensation will be based on fixed unit prices, with ODOT paying for completion of contractor obligations in conformance with all contract requirements and acceptance criteria. The prospective contract will be funded by the City of Salem; however, because the goods will be incorporated into a federally funded project, federal Buy America, Build America, and Cargo Preference Act requirements apply. All bidders must certify compliance with these federal requirements upon bid submission. Bidders must complete and submit a Bid Pricing Form, Bid Cover Sheet, and references through OregonBuys, and bids are firm and binding for 90 calendar days following the bid opening date. ODOT will evaluate bids to determine the lowest responsible bidder whose bid is responsive, with a notice of intent to award posted within ten business days of the bid opening. Award protests must be submitted within seven calendar days of the intent to award notice. The apparent successful bidder must provide certificates of insurance, a completed W-9 form, business registry documentation, a Responsibility Inquiry form, and other required documentation within seven calendar days of receiving ODOT's notice of intent to award.
