About this file
This document comprises final design plans and specifications for waterline installation on the Center Street Bridge project in Marion and Polk Counties, Oregon, prepared by DOWL engineering firm for the Oregon Department of Transportation (ODOT). The project involves the supply and delivery of waterline materials and the installation of a new 36-inch ductile iron (DI) water main to replace an existing 24-inch main across the bridge and through surrounding areas. The work is divided into five phases scheduled over three work years: Phase 1 (East and West) involves installation of 36-inch and 24-inch mains on Front Street and related connections; Phase 2 covers 36-inch pipeline across Southbound Front Street; Phase 3 extends the 36-inch main from Front Street to Water Street; Phase 4 involves temporary connection to the existing 24-inch waterline across the bridge; and Phase 5 removes the existing 24-inch waterline from the bridge and installs the new 36-inch main to the terminus on the west side. The plans include detailed specifications for restrained joint ductile iron pipe, mechanical joint fittings, valves, air release assemblies, pipe supports, hangers, walkways, and appurtenances. All materials must be hot-dip galvanized, and the contractor is responsible for testing, flushing, disinfection, and chlorination procedures in coordination with the City of Salem.
The contractor shall provide detailed shop drawings, material lists, and specifications for engineer review and approval prior to construction. All pipelines must be hydrostatically tested to specified pressures in accordance with AWWA C-600 standards, with the contractor responsible for repairing any leaks. The City of Salem will perform certain pre-work and post-work tasks, including isolation and connection of existing mains, straddle block installation, and final chlorination and sampling. Restrained joint pipe with fully extended joints is required throughout the project, and all structural steel components must conform to ASTM specifications with proper galvanization. The project requires coordination with existing utilities, potholing verification, and compliance with O.S.H.A. safety regulations for trenching and excavation. Pipeline labeling must follow APWA color code standards with blue backgrounds and white lettering visible from normal eye height.
