About this file

This is an Exhibit A Specifications document for the Oregon Department of Transportation (ODOT) Cairo-Vale Chip Rock Purchase project. The scope of work requires supplying 3,300 cubic yards of specified chip seal aggregate from a commercial source, with delivery and stockpiling at the ODOT Vale Sand Shed yard located at 1779 John Day Highway, Vale, OR 97918. The aggregate must meet 2024 Oregon Standard Specifications for Construction requirements, including specific grading standards for Graded Medium 3/8" - No. 4 chip seal design, with at least 90 percent of aggregate retained on No. 8 and larger sieves fractured on two faces. All work must be completed by November 15, 2026. The specifications include detailed quality control and quality assurance testing requirements, with measurement based on cross-section measurement of completed stockpiles in cubic yards with a 5 percent variance allowance. Contractors must notify the Oregon Utility Notification Center (811) prior to work performance and obtain prior approval from the ODOT Project Manager regarding stockpile placement location.

Payment for the work is based on the bid schedule unit price per cubic yard for accepted aggregate material placed in the stockpile, with no separate payment for source development, site preparation, hauling, or placement activities. No retainage will be applied to work performed under this contract, and payment is due upon completion and submission of a bill to the Project Manager. ODOT reserves the right to increase or decrease the total contract quantity through change order only, and contractors must deliver the ordered quantities at the bid price. Material must be measured at the stockpile site using stockpile cubic yards; truck measure is not acceptable. Any overage greater than 5 percent of the bid quantity will be rejected and must be removed by the contractor at no cost to ODOT.

CHIP SEAL AGGREGATE SPECIFICATIONS: Furnish aggregates in stockpile according to the 2024 Oregon Standard Specifications for Construction supplemented and/or modified as follows:

All work shall be completed by November 15, 2026

Section 00680 – Stockpiled Aggregates

Comply with Section 00680 of the Standard Specifications modified as follows:

00680.11 Aggregates - Replace this subsection with the following:

00680.11 Aggregates – Furnish aggregates meeting the following requirements:

(c) Size Designation - Provide the size of Aggregate for the single application Emulsified Asphalt surface treatment design designated in the Plans or Special Provisions according to the following:

Chip Seal Design
Size of Screenings
Graded Medium
3/8” – No. 4

(d) Fractured Faces - Provide Aggregates consisting of broken stone, crushed gravel or a combination of both. Crush Aggregate such that at least 90 percent by weight of the total Aggregate retained on the No. 8 and larger sieves is fractured on two faces, as determined according to AASHTO T 335.

(e) Grading - Perform sieve analysis according to AASHTO T 27 and AASHTO T 11. Provide grading for the designated single application Emulsified Asphalt surface treatment design according to the following:

Graded Medium 3/8” – No. 4

Sieve Size

(f) Unit Weight of Aggregate - Provide Aggregate with a minimum unit weight of 90 pounds per cubic foot according to AASHTO T 19.

(g) Soundness - Provide coarse and fine Aggregate with a weighted loss not exceeding 12 percent when subjected to five cycles of the soundness test using sodium sulfate solution according to AASHTO T 104.

(j) No Agency Stockpiles Aggregates shall be provided.

(k) Stockpiling Contractor Furnished Aggregates on Agency Property - Aggregates shall be stockpiled at approved sites on Agency property. Any contamination during stockpiling operations will be cause for rejection.

00680.15 Aggregate Production Quality Control - Provide quality control during production of Aggregate according to Section 00165. Sampling and testing shall be performed by a CAgT at the minimum frequency schedule indicated in the MFTP for Section 00641, or according to Section 00715, as applicable. Aggregates will be evaluated for compliance according to the following:

(a) Gradation - Analyze gradation statistically according to Section 00165. A stockpile contains specification Aggregate when the Pay Factor (PF) for each sieve size calculated according to 00165.40 is equal to or greater than 1.00. Each required sample represents a sublot. When the results from Table 00165-2 yield a Pay Factor of less than 1.00 for any sieve size, the material is non-specification. The Engineer will reject any stockpile of Aggregate containing non-specification material unless the non-specification material is removed from the stockpile. Do not add additional material to such a stockpile until enough non-specification material is removed so that the PF for each sieve size is equal to or greater than 1.00.

00680.16 Acceptance of Aggregate - The Contractor's quality control tests will be used for acceptance of Aggregates if verified by the Agency's quality assurance program. The Agency will perform Aggregate production quality assurance according to the following:

(a) ODOT-Administered Projects - Quality assurance testing on projects administered by ODOT will be performed according to Section 00165, the MFTP and the ODOT Quality Assurance Program. MFTP Sublot may be changed from 500 Tons to 1000 Tons to reduce testing frequency, at the discretion of the Engineer.

00680.40(a) Source Sites - Replace this subsection, except for the subsection number and title, with the following:

No ODOT material sources are available for use, aggregate must be obtained from a compliant commercial source.

00680.41 Piling of Materials - Add the following paragraphs to subsection 00680.41 of the Standard Specifications:

Contact the ODOT Project Manager prior to delivery for location of the stockpile. The contractor shall not place material in any areas other than designated locations

Place the required material in stockpiles by means of a conveyor system or loader. The material shall be piled at the designated stockpile site as directed by the ODOT Project Manager.

00680.42 Places of Delivery – Add the following to the subsection:

Vale Sand Shed yard is located at 1779 John Day Highway Vale, OR 97918. An Alternative location may be requested by the contractor and must be approved prior to bidding.

00680.80 Measurement - Replace this subsection with the following:

00680.80 Measurement - The quantity of accepted aggregate material will be the number of cubic yards placed in a stockpile at the place of delivery. Measurement of cubic yards will be by cross-section measurement of the completed stockpiles, with no allowance for settlement or shrinkage. An increase or decrease of not more than 5% of the bid quantity will be accepted. Any overage greater than 5% will be rejected and the contractor shall remove material from the stockpile site.

Material purchased F.O.B. stockpile site shall be stockpile measure. Truck measure will not be acceptable. Compaction is likely due to stockpiling, and the unit of payment shall be stockpile cubic yards only.

When measurement by volume, the quantities of each designated size of Material will be measured on the volume bases, by cross section measurement or digital terrain model of the completed neat stockpiles, with no allowance for settlement or shrinkage.

(A) Quantity Change - ODOT may elect to increase or decrease the total contract amount by CHANGE ORDER only and the contractor agrees to deliver as ordered at the bid price.

00680.90 Payment – Replace this subsection with the following:

00680.90 Payment – The accepted quantities of the specified material will be paid for at the Contract unit price per cubic yard.

Payment will be payment in full for furnishing and placing all materials in the stockpile, and for furnishing all equipment, labor, and incidentals necessary to complete the work as specified.

No separate or additional payment will be made for source development and clean-up, preparation of stockpile sites, hauling of stockpile materials, or placing materials in the stockpile.

ODOT will make its determination regarding equivalence after the solicitation closes.
