About this file

This is a set of construction plans prepared by the Oregon Department of Transportation for the I-84 Weatherby to Ontario MBM 2026 Project, a bridge resurfacing initiative spanning Baker and Malheur Counties. The project encompasses four discrete bridge sites located along Interstate 84 between milepost 337.27 and milepost 379.02, with work including the application of approximately 445 tons of Level 4, 1/2 Inch Lime Treated Asphalt Concrete Pavement across the designated surfaces. Construction is scheduled to commence on June 8, 2026, with substantial completion required by June 30, 2026, and final completion by July 13, 2026. The sealed bid submission deadline is April 7, 2026, with public bid opening conducted via Microsoft Teams immediately thereafter. The awarded contractor must coordinate all scheduling with ODOT's Contract Administrator Rick Elliott (Rick.Elliott@odot.oregon.gov, 541-786-2244) and work in conjunction with the District 14 Bridge Crew; ODOT will provide temporary traffic control during construction.

Contract compensation will be provided on a unit-price basis for three pay items: Mobilization (1 lump sum), Pollution Control Plan (1 lump sum), and Level 4, 1/2 Inch Lime Treated Asphalt Concrete Pavement (450 tons). The estimated project value ranges between $100,000 and $250,000. All bidders must be licensed with the Oregon State Construction Contractors Board prior to bid submission, and all subcontractors must be similarly licensed before commencing work. Bid security equal to 10% of the total bid amount is required, with performance and payment bonds each equal to 100% of the contract value due within seven days of award. Insurance requirements include Commercial General Liability ($2,000,000 per occurrence/$5,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limits), and Workers' Compensation coverage ($500,000 per accident). The project is funded with State of Oregon funds, and all work must comply with prevailing wage rates established by the Bureau of Labor and Industries. Retainage shall not exceed 5% of progress payments under Oregon Revised Statutes.
