About this file

This is Addendum No. 2 to an Invitation to Bid issued by the Oregon Department of Transportation (ODOT) for the supply of materials for the Historic Columbia River Highway Steel Backed Timber Guardrail project (ITB No. S-73000-00015884). The addendum modifies the original ITB by changing the bid opening date and time to March 19, 2026 at 2:00 PM and extending the delivery deadline from June 1, 2026 to June 30, 2026. All deliverables must be delivered to The Dalles ODOT Maintenance Station. Bidders must acknowledge receipt of this addendum on the bid coversheet to avoid rejection. Requests for clarification, change requests, and protests regarding this addendum are due no later than March 16, 2026 at 4:00 PM. Contact buyer Joni Sirovatka is available at Joni.a.sirovatka@odot.oregon.gov or 541-207-7265.

The addendum provides clarification on material specifications through a Question and Answers section, confirming that ODOT requires Douglas Fir treated with ACZA 0.60 preservative treatment and will not accept alternatives such as CCA treating or Southern Yellow Pine. The addendum explicitly denies requests for material substitutions and confirms that no painting of materials is required. ODOT clarified that the state does not have equipment to unload materials at The Dalles, placing this responsibility on the contractor. Bidders must meet the original requirement of a minimum of three years of experience providing similar goods and submit references for comparable contracts completed within the last three years.

Requests for clarification, requests for change, and protests of this Addendum are due no later than:

March 16, 2026 at 4:00 PM

This Addendum modifies the Invitation To Bid (ITB) document(s) only to the extent indicated herein. All other areas not changed or otherwise modified by this Addendum remain in full force and effect. This Addendum is hereby made an integral part of the ITB document. Bidder must be responsive to any requirements of this Addendum as if the requirements were set forth in the ITB. Acknowledge receipt of this Addendum by indicating its number in the spaces provided on the Bid Coversheet – item 1 under Bidder Certifications. Failure to do so may result in Bid rejection. See the ITB regarding pre-opening modifications of Bids, where to send Bid modifications, requests for clarification or change and protests of this Addendum, and the deadlines for the foregoing.

THE PURPOSE OF THIS ADDENDUM IS TO:

1. Change the Bid Opening date and time to March 19, 2026 at 2:00 pm.

2. Make the following changes to the required delivery date. New language is Bold and Underlined; deleted language is struck through.

On 00015884 ITB Section 2.4 Delivery Requirements. All deliverables required under the Agreement must be delivered no later than 6/1/2026 6/30/2026. Early delivery is acceptable and encouraged.

On 00015884 Sample Contract Section 4.2 Delivery Schedule and Prices. Delivery is required by 06/01/2026 06/30/2026.

Provide Question and Answers:

1. Would the state allow the use of CCA treating .60 instead of ACZA? No

2. Would the state allow the use of southern yellow pine instead of Douglas fir? No

3. Does ODOT have the equipment to unload the materials in the Dalles? No

4. The existing guardrail installed in the area was painted white. I do not see the specs calling for any of this material to be painted. Can you confirm that no painting is required? Confirmed, no painting is required.

5. The wood calls out to be Douglas Fir treated with ACZA. Our suppliers do not use ACZA as they have state that is only for a saltwater environment. CCA is more common for guardrail posts. This project requires Douglas Fir treated with ACZA.

6. Is there a reason that Southern yellow pine is not acceptable? Much of the HCRH was supplied by Cor-Tenn Company out of Tennessee who specialized in this steel backed timber railing. This project requires Douglas Fir treated with ACZA.
