About this file

This document is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) Procurement Office, specifically a Work Order Contract (WOC) Mini-Solicitation #73000-00012619 for the US199 and Redwood Avenue Plan in Grants Pass. Kittelson & Associates, Inc. has been selected as the top-ranked firm for negotiations to provide personal services for this project. The notice outlines a detailed negotiation schedule spanning approximately 5-10 business days for establishing the Statement of Work (SOW), with subsequent steps including responding to comments, submitting a Breakdown of Costs (BOC), and routing for legal sufficiency and signature. The project is expected to progress through various stages, with a Notice to Proceed (NTP) to be issued one day after contract execution.

The document emphasizes that no work is authorized until the WOC is fully executed and the consultant receives a written NTP from the ODOT Project Manager. The solicitation includes a Disadvantaged Business Enterprise (DBE) goal that must be demonstrated through subcontractor utilization. If negotiations cannot be completed within the specified timeframe, ODOT reserves the right to terminate discussions and move to the next highest-ranked firm as outlined in Oregon Administrative Rules. The notice also indicates flexibility in the timeline if both ODOT and the consultant are negotiating in good faith, with potential for mutually agreed extensions.
