The negotiation schedule establishes specific timeframes for key activities, including establishing work sessions within 3 days, responding to SOW comments within 3 days, submitting the Breakdown of Costs within 3 days of final scope agreement, and completing final document drafting within 5 business days. A Notice to Proceed will be issued within 1 day of contract execution. Competing proposers have until 5:00 p.m. on March 26, 2025, to submit written selection protests.
Award submittal requirements include submission of Certificates of Insurance, W-9 Forms, Responsibility Inquiry documentation, Breakdown of Costs, Committed DBE Breakdown and Certification Forms, and Subcontractor Solicitation and Utilization Reports. The selected consultant is encouraged to authorize Direct Deposit via Automated Clearing House for expedited payment processing and should make reasonable efforts to offer ACH payments to subcontractors. No work is authorized until the contract is fully executed and the consultant receives written Notice to Proceed from ODOT's Project Manager. If negotiations cannot be completed within the established timeframe or if good faith agreement cannot be reached on costs, tasks, or other contract requirements, ODOT reserves the right to terminate negotiations and proceed with the next highest-ranked firm in accordance with Oregon Administrative Rules.
