About this file
This document is a Salient Characteristics Document for a Recovery Truck procurement by the 100th Logistics Readiness Squadron (100 LRS) at RAF Mildenhall. The primary objective is to acquire a UK-spec recovery truck to replace an unreliable US-spec vehicle, with key specifications including a right-hand drive, automatic transmission, slide bed capable of lifting 5-7 tons, and a second winch system for towing additional vehicles. The truck must be in new condition, have a 36-month warranty, and come with comprehensive training and operation manuals.
The detailed requirements cover multiple technical aspects, including materials (aluminum or stainless steel), protective coatings, finish color (gloss blue/white), environmental and safety features, fire extinguisher specifications, control panel design, and specific chassis and bed equipment requirements. The document emphasizes compliance with European transportation regulations, particularly regarding vehicle weight, dimensions, and mudflap specifications. Delivery is specified to Building 611 at RAF Mildenhall, with all shipping costs to be included in the total purchase price. The procurement aims to improve vehicle recovery capabilities, reduce maintenance downtime, and enable rapid response to incidents on the installation.

100 LRS Recovery Truck – Salient Characteristics Document
Mission: The primary mission of the 100th Logistics Readiness Squadron (100 LRS) Ground Transportation holds exclusive responsibility for the vehicles assigned to RAF Mildenhall, to include the removal of vehicles that obstruct mission-critical aircraft movement on installation taxiways due to breakdowns, accidents, runway intrusions, or security violations as requested by Security Forces.
Background: The current US spec recovery truck is responsible for the retrieval of stricken USAF vehicles within a 120-mile radius of RAF Mildenhall. This recovery truck is extremely unreliable due to the US specification, as it averages up to 98 days in maintenance due to obsolete parts or a delay in procuring parts from the United States.
The acquisition of a UK model recovery truck offers several advantages, such as a substantial reduction in maintenance downtime for repairs, ease of local procurement for spare parts, and a low-profile vehicle for improved force protection. Additionally, this investment will eliminate the necessity to engage local contractors for vehicle and personnel retrieval, thereby enabling a rapid response to incidents.
Scope: The Contractor is to supply and delivery a UK model recovery truck in accordance with the technical specifications below. The contractor is responsible for delivery to Building 611 at RAF Mildenhall. The Vehicle must come with a 36-month warranty and all the relevant training and operation manuals. Train the trainer training is to be provided by the contractor.
Specification: The recovery truck must be UK spec, right hand drive vehicle in a new and unused condition. The truck must have an automatic transmission but can be either a petrol or a diesel engine. The truck must have a slide bed capable of lifting between 5-7 tons as well as a second winch system on the rear to tow a second vehicle if required.

OBJECTIVE
Design and construction.
The recovery truck must be equipped with a ‘slide bed’ to enable the recovery of non-runners as well as a lift at the rear to tow a second vehicle if required. The design should incorporate a 'shovel tail' section which reduces the initial loading angle of the bed allowing casualties with low ground clearance to be easily loaded.

4.0 Appendix (see below)
Appendix 1: The European directive for mudflaps Appendix 2: Permissible maximum weights of lorries in Europe
The type approval mark must be clearly legible and indelible, even after assembly, on the spray suppression device.
The requirements in Directive 91/226/EEC and Regulation 109/2011 stipulate that the mud flap must absorb at least 70% of the water expelled by the tyres.
Dimensions and rules for vehicles fitted with mud flaps
The distance (c) between the outer edge of the tyre and the inner edge of the valance must not exceed 100 mm.
The mudguard must have a minimum width (q) of the tyre (b) or, in the case of twin tyres, cover the entire width (t) of two tyres.
The width of the mud flap must be equal to dimension (q) unless the mud flap is inside the mudguard. Then the mud flap must be at least as wide as the tread of the tyre or tyres. A tolerance of 10 mm applies to the inner part of the mudguard.
The distance between the highest and lowest points of the spray-suppression system must be at least 45 mm at all points behind a vertical line passing through the centre of the wheel. In front of that, this distance may gradually decrease.
In the case of single or multiple axles, the forward edge must extend forwards to the line O-Z, which must not be more than 45° from the horizontal. The rear edge must end not more than 100 mm above a horizontal line passing through the centre of the wheel.
In the case of multiple axles, the requirement for the angle of line O-Z only applies to the foremost axle and the requirement for the rear only applies to the rearmost axle.
In the case of single axles, the distance from the centre of the axle to the lower edge of the mudguard must not exceed the distances and radii given below:
Appendix 1 https://webshop.intertruck.com/nl-nl/search?q=antispray&jp_brand=intertruck
Air suspension Steered or following wheels, from the front edge to the rear edge (C-A): Rv ≤ 1.5 R Non-steered wheels, from the front edge to the rear edge (C-A): Rv ≤ 1.25 R
Mechanical suspension General rule: Rv ≤ 1.8 R Vehicles > 7½ tonnes: Rv ≤ 1.5 R
In the case of multiple axles, the side shield may extend horizontally from the centre of the front wheel to the centre of the rear wheel. The other rules remain the same.
If, in the case of a multiple axle, the space between the wheels exceeds 250 mm, a mud flap is fitted between the wheels.
The maximum height from the lower edge of the mud flap to the ground must not exceed 200 mm. For the rear axle, this may be a maximum of 300 mm if the technical characteristics of the suspension so permit (roll on/off ferries).
Dimensions for vehicles without mudguards
Multiple axles where the distance between the tyres is less than 250 mm must be fitted with an additional mud flap.
