About this file

This specification document details requirements for a Cargo Deployment Function (CDF) Scale System for the 100th Logistics Readiness Squadron at RAF Mildenhall, England. The multi-scale system must consist of 4 scales with specific dimensional requirements: two 4m x 3m scales for aircraft cargo pallets and two 1.5m x 3m scales for weighing axles. The system must have a minimum 30,000kg (66,138lbs) capacity per scale, with weight measurements accurate to 10kg (20lb) increments, and feature linkable scales that can provide individual and total weight readings via LED screens or a device application.

Key technical specifications include a steel construction with a weather-proof, non-slip surface, compatibility with 240V AC – 12V DC power, and approach ramps for safe loading/unloading. The contractor is responsible for delivering the system to Building 659 at RAF Mildenhall, performing full installation and initial calibration, and providing maintenance recommendations. The system must exclude cargo dimension scanning and dynamic weighing capabilities. Delivery and installation must comply with UK licensing requirements, occur during standard work hours (0800-1600 local UK time), and exclude US federal and UK bank holidays.

Specification document - Cargo Deployment Function (CDF) Scale System

Overview:

The 100th Logistics Readiness Squadron (100 LRS) is responsible for managing the Cargo Deployment Function (CDF) which includes receiving, inspecting and preparing cargo for transportation to support various missions. The CDF requires a robust and accurate multi-deck scale system to calculate and verify the weight and balance of all equipment deploying/redeploying.

Scope of work:

The contractor shall supply and deliver a multi-scale system in accordance with the technical specifications outlined below. The contractor is responsible for ensuring all specifications are met. The contractor is responsible for delivery to Building 659 at RAF Mildenhall, England. The system is to be installed and calibrated upon delivery to this address.

Salient Characteristics (Mandatory Requirements):

Functionality:

• Above-ground multi-scale system capable of weighing cargo with multiple axles and

463L aircraft cargo pallets.

Scale Configuration:

• The system must consist of 4 scales

• Scales must be linkable end-to-end, functioning both as individual scales with independent weight readings and as a multi-scale system calculating total weight across all scales in use.

• The configuration must also include approach ramps on either side of each scale to facilitate safe and efficient roll-on/roll-off loading and unloading of equipment.

Scale Dimensions:

• Scales 1 & 2: Length 4 meters X Width 3 meters (intended for weighing 463L aircraft cargo pallets).

• Scales 3 & 4: Length 1.5 meters X Width 3 meters (intended for weighing axles, accommodating short distances between multiple axles).

Materials:

• Condition must be new and unused

• Durable material such as steel construction.

• Weather-proof and non-slip surface.

Performance:

• Weight Capacity: Minimum 30,000kg (66,138lbs) capacity per scale.

• Weight Increments: Measurement accuracy in 10kg (20lb) increments.

• Display: Weight readings for each individual scale and total combined weight displayed on LED screens and/or accessible via a device application.

• Power: Compatible with 240 volts AC – 12 volts DC power.

Installation:

• The scales are to be fully installed and set up with an initial calibration carried out.

• The contractor is to advise on the maintenance and calibration requirements for the proposed scale system.

Exclusions (Unnecessary Capabilities):

• Cargo dimension scanning.

• Dynamic (in-motion) weighing/measurement capabilities.

Specification/Base Standards:

• The contractor will ensure all vehicles and drivers involved in the delivery meet UK licensing requirements.

• POC for delivery and installation to be provided after the award.

• The contractor shall coordinate with the POC to obtain base identification passes for personnel carrying out the delivery/installation.

• All contractors will possess an official form of identification to obtain access at the point of delivery/installation.

• Work days are from Monday through Friday excluding US federal holidays and UK bank holidays. Work hours are from 0800 to 1600 local UK time.
