About this file

This Scope of Work document outlines the design-build requirements for Beaufort County, South Carolina's Fort Fremont Stairs and Rails project located on St. Helena Island. The project encompasses the design, engineering, fabrication, and installation of stairs, railings, security doors, and security window systems at Fort Fremont Preserve. The selected Design-Build contractor must provide comprehensive services including all labor, supervision, materials, equipment, transportation, engineering, fabrication, permitting assistance, site protection, demolition, and incidental work necessary for project completion. The improvements aim to enhance public safety and pedestrian circulation, improve accessibility and visitor flow along the fort battery, protect historic structures from damage, provide secure enclosures for designated exhibit rooms, and maintain the historic and visual character of the preserve in compliance with all applicable codes and standards.

The County will select the proposal offering the best overall value based on qualifications, technical approach, experience, schedule, price, and understanding of project requirements. The document establishes specific performance standards and requirements that the Design-Build contractor must meet, though detailed response deadlines, site visit schedules, and award dates are not included in this Scope of Work document itself. The project requires strict adherence to historic preservation standards and accessibility requirements, indicating the sensitive nature of work at this preserved military installation.
