RFP - CONSTRUCTION MANAGER AT RISK (CMAR) EAST MESA JUVENILE DETENTION FACILITY (EMJDF) UPGRADES PART 2
Solicitation number
BPM012786
Issued by
California

About this file

This is an Information Available to Proposers document for the East Mesa Juvenile Detention Facility (EMJDF) Softening of Housing Units Project (MP26106) issued by the County of San Diego. The project involves interior alterations to four existing housing units at the facility located at 446 Alta Road, San Diego, California. The scope of work includes new wall, ceiling, and floor finishes, furniture, lighting, and remodeling of shower and toilet facilities. Proposers have access to an Asbestos and Lead Paint Survey, a CEQA Notice of Exception dated August 4, 2025, and Design Development Drawings prepared by Davy Architecture on July 24, 2026. The design development drawings are classified as sensitive and are available only upon submission of a Non-Disclosure Agreement to the Department of Project Controls (DPC).

The lead-based paint sampling documentation included in the information package reflects comprehensive testing conducted on various interior surfaces throughout the facility, including doors, window frames, and wall materials in multiple housing units and common areas. Testing performed in April 2017 and June 2021 using X-ray fluorescence (XRF) analysis found no lead-based paint concentrations meeting the HUD guideline threshold of 1.0 mg/cm² or greater, with nearly all samples reading at 0 or 0.01 mg/cm². The CEQA Notice of Exemption confirms the project is categorically exempt under Section 15301 (Existing Facilities) as an interior alteration that does not expand the existing use of the detention facility and poses no significant environmental impact.

A Niton XL XRF was used to measure lead on specific building components expressing a lead concentration in milligram per square centimeter (mg/cm²). According to the HUD Guidelines, a sample containing 1.0 mg/cm² or greater is considered to be a LBP ("high" concentration). However, readings less than 1.0 mg/cm² could have lead present in lower concentrations that might cause employee exposure during aggressive removal. If a painted surface was not tested, it should be assumed to be a high LBP surface until tested. Any building component similar to the building components identified as LBP above should be treated as LBP.
