About this file
This Notice to Bidders is issued by the Town of Bridgewater, New York, for the Western Star Park Sidewalk, Clock & Site Improvements project (Project #404-24-1105), funded by the Oneida County Main Street Program. The project encompasses comprehensive site improvements including demolition, excavation, earthwork, concrete and brick flatwork installation, drainage system construction, electrical work, and planting activities. Specific deliverables include installation of a post clock with foundation (clock provided by the Town), concrete seat walls, sidewalk areas featuring brick and stamped concrete, regrading for improved drainage, and planting beds with associated landscaping. Sealed bids must be submitted by May 8, 2026, at 12:00 p.m., with public opening and reading at 1:00 p.m. the same day. A virtual pre-bid conference is scheduled for April 15, 2026, at 10:00 a.m., with questions accepted until close of business on April 15, 2026. The anticipated construction start date is late spring/early summer 2026, with substantial completion preferred by Labor Day (September 7, 2026), and all work required to be completed by December 31, 2026. Bidders must submit an estimated construction schedule as part of their proposal.
The project establishes a 30 percent combined Minority and Women Business Enterprise (MWBE) goal, with equal 15 percent targets for New York State-certified women-owned business enterprises (WBE) and minority-owned business enterprises (MBE). No Service-Disabled Veteran-Owned Business (SDVOB) or Disadvantaged Business Enterprise (DBE) goals are specified. The Town encourages participation from minority and women-owned businesses, local small businesses, and verified veteran-owned businesses. No incumbent contractor has been identified, indicating this is a new project. Bid documents are available through the Town of Bridgewater's digital portal at https://townbridgewater.digitaltowpath.org:10084/content, with master copies available at the Town office. All bids must be submitted on Town-provided bid forms; late submissions will be refused. Inquiries should be directed to Siela Zembsch at CLA SITE Landscape Architecture, Engineering, and Planning, P.C. (szembsch@clasite.com or 518-584-8661, ext. 12) or Town Clerk Rose Wheeldon at (315) 822-6808, ext. 8. No specific award value or budget range has been disclosed.
