Re: Final Surface Water Renewal Permit Action Category: B -Industrial Wastewater NJPDES Permit No. NJ0076694

JAMES J HOWARD MARINE SCIENCES LAB

Sandy Hook, Monmouth County

Dear Mr. Connery:

Enclosed is a final New Jersey Pollutant Discharge Elimination System (NJPDES) permit action identified above which has been issued in accordance with N.J.A.C. 7:14A. The facility discharges treated seawater intake from Sandy Hook Bay classified as SE1 waters. This action modifies the following permit condition of the final NJPDES permit issued October 10, 2019 and effective January 1, 2020.

This permit action modifies the following conditions:

· Updates the sample type for the intake parameters: BOD5, TSS, and Iron from 24-Hours Composite to Grab sample in Part III of the permit to be reflective of intake sampling at the site.

This permit package contains the modified permit. Those changes that are affected by this permit action are noted as such on the Table of Contents. The Department has attached the modified Part III of the permit, to replace the existing Part III of the final permit, with all other permit conditions and requirement remaining unchanged.

As per N.J.A.C. 7:14A-4.2(e)3, any person planning to continue discharging after the expiration date of an existing NJPDES permit shall file an application for renewal at least 180 calendar days prior to the expiration of the existing permit.

All monitoring shall be conducted in accordance with 1) the Department's "Field Sampling Procedures Manual" applicable at the time of sampling (N.J.A.C. 7:14A-6.5(b)4), and/or 2) the method approved by the Department in Part IV of the permit. The Field Sampling Procedures Manual is available at http://www.nj.gov/dep/srp/guidance/fspm/. If you have questions or comments regarding the final action, please contact Dayvonn Jones via email at dayvonn.jones@dep.nj.gov.

Sincerely, Susan Rosenwinkel, Bureau Chief Bureau of Surface Water and Pretreatment Permitting

f. All sample frequencies expressed in Part III are minimum requirements. Any additional samples taken consistent with the monitoring and reporting requirements contained herein shall be reported on the Monitoring Report Forms.

g. Net limitations shall be calculated by using the following formula: [(gross effluent concentration)*(gross effluent flow) - (intake concentration)*(intake flow)] / [gross effluent flow].

h. Flow shall be measured using a meter.

B. RECORDKEEPING

1. Standard Recordkeeping Requirements

a. The permittee shall retain records of all monitoring information, including 1) all calibration and maintenance records and all original strip chart recordings for continuous monitoring instrumentation (if applicable), 2) copies of all reports required by this NJPDES permit and 3) all data used to complete the application for a NJPDES permit, for a period of at least 5 years from the date of the sample, measurement, report, application or record.

b. Records of monitoring information shall include 1) the date, locations, and time of sampling or measurements, 2) the individual(s) who performed the sampling or measurements, 3) the date(s) the analyses were performed, 4) the individual(s) who performed the analyses, 5) the analytical techniques or methods used, and 6) the results of such analyses.
