The document divides Colorado into seven distinct regions based on county groupings: Region 1 (Denver Metro Area) encompasses 7 counties including Denver, Adams, and Jefferson; Region 2 (South Central) includes 6 counties centered on El Paso and Pueblo; Region 3 (North Central) covers 8 counties including Larimer and Weld; Region 4 (West Central) comprises 13 counties spanning from Clear Creek to Mesa County; Region 5 (Northwestern) includes 5 counties in the state's northwest; Region 6 (Southwestern) contains 14 counties in the southwest portion; and Region 7 (Southeastern) covers 12 counties in the southeast. The regional structure appears designed to organize service delivery, contracting, or administrative responsibilities across the state's 64 counties in a geographically logical manner.
