About this file
This is a Work Specification (WS) document for F-15SA Program Depot Maintenance (PDM) services to be performed for the Royal Saudi Air Force (RSAF). The specification establishes comprehensive requirements for receipt, inspection, maintenance, modification, functional testing, and delivery of F-15SA aircraft at a Source of Repair (SOR) facility, with an effective date of April 2026. Key maintenance activities include disassembly and inspection of aircraft structures, wings, fuselage, landing gear, hydraulic systems, electrical systems, and fuel systems; nondestructive inspections (NDI) of critical components such as wing attachment lugs and torque box structures; replacement of components including wing-to-fuselage pins and bolts, landing gear bushings, and hydraulic lines; comprehensive corrosion treatment and painting using chromate-free conversion coatings and polyurethane topcoats; and system operational checkouts prior to functional check flight (FCF) and delivery. The aircraft must be returned in the same configuration as received unless modified per specification requirements, with all work documented on appropriate Air Force Technical Order (AFTO) forms and Country Specific Technical Orders (CSTOs).
The specification includes multiple work tabs addressing analytical condition inspections (TAB A), maintenance compression requirements (TAB B), aircraft painting procedures (TAB C), specific depot maintenance tasks (TAB D), and corrosion treatment (TAB E). Critical requirements include 100% replacement of wing attachment fasteners, mandatory Individual Aircraft Tracking (IAT) inspections, replacement of horizontal stabilators with gridlock components, comprehensive fuel tank cavity inspections and refurbishment, engine borescope inspections, and installation of new equipment such as gridlock wing tips and updated avionics components. Quality control must comply with AFMCI 21-108, and all work must follow specified technical orders, safety procedures, and Air Force directives. The document identifies specialized tooling, support equipment, and facilities required to support the maintenance program, including wing vertical overhaul frames, hydraulic test stands, and specialized inspection equipment, with comprehensive lists of required NSNs and part numbers provided in the attachments.

1.1 – Information
1.1.1 - This Work Specification (WS) establishes the requirements for receipt, inspection, maintenance, modification, functional testing and delivery of F-15SA aircraft input for Programmed Depot Maintenance (PDM) at Source of Repair (SOR). The aircraft shall be received by and reassigned to Royal Saudi Air Force (RSAF) in accordance with (IAW) AFI 21-103. The aircraft shall be returned to RSAF in the same configuration as received. The aircraft shall contain the same type of components, accessories, and special equipment installed except as modified, removed, or added by requirements of this WS. No attempt shall be made to standardize aircraft on which previous non-standard system or structure installations have been made.
1.1.2 - New work requirements, deletion of work requirements or a scope change to requirements of this WS will not be put into effect without prior approval of the System Program Office (SPO). Prior to non-performance of a WS requirement the SOR shall notify F-15SA Engineering.
1.1.3 - Disassembly of aircraft shall be limited to the extent necessary to accomplish the inspection and work required by this specification.
1.1.4 - Maintenance outside of the WS may be accomplished by the SOR but only with approval from the PM AND
COR.
1.1.5 - During closing inspection, inspect the entire aircraft/systems after all maintenance has been completed to be sure all tools/foreign objects have been removed and there are no loose parts.
1.1.6 - A sign-off sheet and/or an in-process inspection sheet shall be maintained for closeout inspections by access panels or areas where there is, at present, no requirement for quality control listed in technical manuals.
1.1.7 - Any maintenance generated defects, (Example: Dents caused by work stands, misdrilling of sheet metal, etc.)
shall be corrected by the SOR without cost to the project.
1.1.8 - All applicable work outlined in this WS, including all TABs, must be completed for a PDM aircraft to be considered ‘sold’. THIS INCLUDES PROPER DOCUMENTATION OF ALL PDM TASKS (REMOVAL, INSPECTION, REPAIR, INSTALL, OPS CHECKOUT, SERVICING, ETC.) IAW TO 00-20-2.
1.1.9 - System checkout because of removal and reinstallation of a Line Replaceable Unit (LRU) or panel to gain access for other work shall require checkout IAW applicable Country Specific Technical Order or basic Technical Order (CSTO or TO).
CAUTION: Extreme caution must be taken in reinstallation of connections and cannon plugs to ensure that the connections are not damaged.
1.1.10 - Complete an Air Force Technical Order (AFTO) Form 238 for all wing, horizontal stabilator, and/or landing gear removal and installations. Include the component serial number, aircraft serial number, flight hours, and date of removal and/or installation.. A copy of the AFTO Form 238 for each component removal and installation shall be furnished to F-15SA Engineering immediately.
1.1.11 - Electrical wiring found to be misrouted will be brought to the attention of applicable SPO F-15SA Engineer, PM, and COR for disposition and permission to repair or leave in current configuration. Misrouted electrical wiring that presents a SOF/unsafe condition shall be corrected. Wiring not corrected shall be returned to the user in the condition received and documented on AFTO Form 781 as such.
1.1.12 - Engines on PDM aircraft shall have only those Safety of Flight (SOF) conditions corrected which are within the capabilities of the SOR. SOF conditions which cannot be corrected shall be reason to return the engine to using command for replacement. Engines with non-SOF items shall be returned to the user in the condition received under the appropriate red diagonal/red dash condition symbol. NOTE: Engines damaged because of Foreign Object Damage (FOD) and/or negligence while in possession of SOR shall be replaced by RSAF without impact upon the using RSAF wing. Engines requiring return to overhaul for any reason other than stated above shall have a replacement engine furnished by the using RSAF wing.
1.1.13 - All flight checks shall be accomplished by qualified Royal Saudi Air Force (RSAF) pilots.
1.1.14 - All SOF systems required for functional check flight (FCF) or ferry mission must be airworthy. Other systems disturbed for repair, adjustment or alteration shall be checked in sufficient depth to ensure operational reliability IAW basic CSTO. Modified components shall be operationally checked in accordance with applicable Country Specific Time Compliance Technical Order (CSTCTO) instructions. Systems not disturbed or not required for FCF and ferry mission may be returned to the using activity in the same condition as received, unless otherwise directed in this specification or by separate negotiation.
1.1.15 - All 103 delayed discrepancies shall be reviewed and considered by the PM and COR and only corrected if approved. Discrepancies not approved for work shall be entered on AFTO Form 781K and returned to the using activity for corrective action.
