5. EVALUATION AND PROCESS

The Government intends to establish multiple Blanket Purchase Agreements (BPAs) with those responsible vendors, whose submissions, conforming to the solicitation, are determined to provide the best value to the Government. The best value determination will be made using a tradeoff process as described in Federal Acquisition Regulation (FAR) 15.103-1.

The Government reserves the right to award without discussions. Therefore, each vendor’s initial quote should contain its best terms from a technical standpoint.

Relative Importance of Factors

The evaluation will consider two factors: Technical and Past Performance. The Technical factor is more important than the Past Performance factor.

Evaluation Factors

Factor 1: Technical Capability: The vendor will be evaluated using the responses on Attachment 2, Technical Capability Info, to see if the vendor demonstrates the capability to provide the types of furniture required by the Government.

Factor 2: Past Performance: The Government will evaluate past performance using information from the sources provided, internal systems (e.g., FAPIIS, CPARS), and the contracting officer’s knowledge of and experiences with vendors who have provided furniture under contract. A lack of a performance record will result in a "neutral" rating, which is neither favorable nor unfavorable.

The evaluation will consider:

Recency: Performance on contracts within the last three years from the date of solicitation issuance.

Relevancy: The similarity of the scope, magnitude, and complexity of past efforts to the requirements of this solicitation.

Quality of Performance: Information gathered from sources such as the Contractor

Performance Assessment Reporting System (CPARS), questionnaires, and interviews with references.

Important Disclaimers:

A BPA is not a contract. It is a method for streamlining future acquisitions and does not obligate the U.S. Government to order any supplies or services. The U.S. Government is only obligated to the extent that an authorized order (a "BPA Call") is awarded against a BPA.

After the BPAs are established, the Government will award BPA Calls by first issuing a Request for Quotation (RFQ) to all BPA holders. Quotes will be evaluated using a best value tradeoff based on price, delivery lead time, and past performance. All qualified BPA holders will be given a fair opportunity to be considered for each BPA Call. The value of any single BPA Call will not exceed the Simplified Acquisition Threshold in effect at the time of award.
