SCOPE OF WORK

WRANGELL-SAINT ELIAS NATIONAL PARK & PRESERVE

MICRO GRID UPGRADES AT KENNECOTT NATIONAL HISTORIC LANDMARK

KENNECOTT (WRST), ALASKA

Background

The purpose of this contract is to provide replacement of, and upgrades to, the existing powerhouse, power management, and power production system serving Park facilities at the Kennecott Mines National Historic Landmark.

Objectives

The Contractor shall furnish all necessary personnel, materials, equipment, and services (except as otherwise specified), to provide upgrades to the existing power production facility and micro-grid located at the Kennecott Mines National Historic Landmark.

For this project, the selected contractor shall provide a new self-contained powerhouse, complete with all electrical power production equipment and appurtenances. The completed hybrid power production and storage system will be composed of a 25 kW propane generator, 72 kWh lithium type battery bank, 28.8 kW combined Solar Photovoltaic (PV) Array, Clean Agent Self-Contained Fire suppression system, and all of the system hardware and software required to provide a complete working system in accordance with the attached electrical design drawings (see Attachment), narrative, specifications and cut sheets (see Attachment).

During the performance of the work, the contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of work.

This Scope of Services applies to one site visit for the purpose of site inspection, and a return trip for the installation of the electrical production and storage system. Site access is via a privately owned toll bridge. The bridge is operated by Rowcon (Laura Roland), LLC P.O. Box Mxy #51, Glennallen, AK 99588 (907-554-4498). It is the responsibility of the contractor to verify that all the information provided in this solicitation is accurate.

Contractor shall, without additional expense to the Government, be responsible for obtaining necessary licenses and permits, and for complying with any and all applicable federal, state, and borough laws, codes, and regulations pertaining to the performance of the service that is to be rendered. The Contractor shall take proper safety and health precautions to protect workers, the public, and property.

The new power production plant shall be constructed in accordance with the attached design documents labeled “FOR CONSTRUCTION”. The project will provide a complete working system. The tasks associated with this project are listed below.

Description of Tasks:

1. Furnish & Install PV Solar Panels, ground-mounting system, junction boxes, electrical cabling and appurtenances:

a. Furnish & Install ground-mounted solar panel racking system. Racking system shall be adjustable for minimum of 6-inches in height and panel tilt angle as shown on the drawings. The racking system shall at a minimum, meet Design loading conditions as specified by the 2018 International Building Code with consideration to any site-specific geographic requirements including wind loading, snow loading, and seismic loading.

b. All underground electrical cabling shall be specified for direct bury applications.

c. Furnish & Install PV array foundation system. Foundation shall be designed to resist wind and snow loads as specified by the 2018 International Building Code. Final drawings shall be stamped and sealed by a structural engineer registered in the State of Alaska.

d. Civil Site Work provided by NPS personnel to include site grading, trenching and backfill, and site excavation activities. All foundation materials including concrete, structural fill, and bedding material to be provided by the contractor. Any necessary compaction of structural fill or other materials to be performed by the contractor.

2. Furnish & Install Prefabricated Power-House Module:

a. Furnish & Install a stand-alone solar/propane hybrid power plant and power management system with battery bank storage system. The finished surface for module placement will be prepared by the NPS.

b. The stand-alone prefabricated Power-House, shall be constructed to resist all applicable regional design loads, and will consist of all components shown on the attached design drawings (See Attachment 1). The Power-House will contain one 25 kW propane-fired generator, a 72 kWh lithium type battery bank, a clean agent self-contained fire suppression system, and all of the system hardware and software required to provide a complete working system.

c. Furnish & Install 25 kW Backup generator with wheels and crane pick up hook.

3. Connect New Power Production System to Existing Grid. Commission system to ensure functionality and even electrical distribution throughout the site.

4. Evaluate system for operating deficiencies and correct to comply with design criteria, specifications, and sequence of operation.

5. Provide technical support, training, and consultation services. Consultation services of up to 2 hours per month, or a total of 24 hours for a period of up to 12 months following microgrid upgrades. Professional services shall include a monthly review of power system to ensure efficient system operation, and consultation services by telephone, mail, or email.

6. Provide 2 ea. bound hard copies of O & M manuals, as well as an electronic copy to the COR within 14 days of project completion.

7. Remove and recycle all electrical equipment and power generation equipment from the existing powerhouse. The existing structure to remain on site. The NPS shall have the right of first refusal of any existing electrical and power generation equipment.

Government Furnished Materials

The Government will provide on-site personnel to assist with site access. Exterior uncovered storage in the laydown yard adjacent to the project site will be available to the contractor for the project duration. The NPS will provide Earthwork including site grading, excavation, and trenching and backfill activities. Coordination of required earthwork will require at a minimum, a 48-hour advanced notice.

Hazardous Materials

There is an existing lead/acid battery bank that shall be recycled by the contractor. The NPS has the right of first refusal of all materials and equipment that is to be replaced for this project. All materials removed as part of this project shall be recycled, and a certificate of recycling from an approved recycling facility shall be furnished to the project COR prior to project close out.

Re-performance of Service

When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract requirements at no additional cost to the government.

Non-Payment for Additional Work

Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.

Period of Performance

The period of performance for the resultant contract is from July 1, 2021 through October 1, 2021.

Contracting Officer’s Authority:

The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:

(1) direct or negotiate any changes in the Statement of Work or specifications;

(2) modify or extend the period of performance;

(3) change the delivery schedule; or

(4) otherwise change any terms and conditions of this contract.

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
