Marseilles Wind Turbine
DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR21R0005 for the Marseilles Wind Turbine Project.
The project contains options such as: 1) all work, materials, and labor required to design and construct the HVAC Controls Upgrade in Billet Buildings A, B, C, D, Armory, and Headquarters; 2) all work, materials and labor required to design and construct the addition of occupancy sensors and replace the exterior wallpack lighting in Billet Bldgs A, B, C, D, Armory and Headquarters; and 3) all work, materials, and labor required to design and construct the replacement of parking lot fixtures for Billet Buildings A, B, C, D, Armory, and Headquarters. The Contract Duration is 365 calendar days from Contract Award.
TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed- Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220.
TYPE OF SET-ASIDE: This acquisition will be a full and open procurement.
SELECTION PROCESS: This is a single phase procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Prime Contractor Past Performance, Technical, and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, when combined, are considered approximately equal to cost or price.
DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest.
CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000. The target ceiling for this contract is approximately $2,679,000. Offerors are under no obligation to approach this ceiling.
ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 27 August 2020. Details regarding the Optional Site Visit will be included in the solicitation. Actual dates and times will be identified in the solicitation. The wind turbine project will also include installation of computer based monitoring and controlling systems that will monitor the speed, wind conditions, wind turbine direction, and energy capture. Contract duration is estimated at 630 calendar days. A pre-proposal site visit may be held. Meeting and site visit details will be provided in the solicitation.
Type of Set-Aside: This is a Full and Open procurement. In accordance with Federal Acquisition Regulation 19.1307, this project requires the HUBZone 10% price evaluation.

The U.S. Department of Energy's National Nuclear Security Administration (NNSA) has issued a Pre-Solicitation Notice for "Wind Turbine Maintenance and Operation Services" to support the Pantex Wind Farm in Amarillo, Texas. The NNSA is seeking capability statements from industry with experience in providing preventative maintenance, repairs, and operations for wind turbines. The key requirements include weekly inspections, testing, and maintenance of the wind turbines, electrical distribution systems, and related equipment; remote monitoring and control access; and response to emergency, urgent, and routine maintenance requests within defined timeframes. Capability statements should demonstrate relevant technical expertise, sample preventative maintenance plans, and past performance examples within the last 3 years. Submissions are limited to 5 pages and are due by 3:00pm Mountain Daylight Time on August 21, 2024.
This procurement is not set-aside and does not have any information on potential incumbent contractors or award value ranges. The NNSA is seeking a minimum of 5 full-time equivalent (FTE) personnel, who must be U.S. citizens, to support the Pantex Wind Farm which provides over 65% of the Pantex Plant's annual electricity needs through its 5 wind turbines. This is a pre-solicitation notice, and the government will use the information gathered to determine its acquisition strategy, which may result in a future solicitation.
