Notice of Intent to Extend Sole Source Moorage to Port of Seattle
NOTICE OF INTENT TO SOLE SOURCE
NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Port of Seattle in Seattle, WA for an additional week of moorage services to complete repairs in preparation for extended operations. This is an extension to the current contract under which the Port of Seattle is providing moorage services during significant maintenance work.
The sole source determination is based on the requirement for maintenance work to continue in the current location, particularly with regard to the large laydown area needed for some for some of the repairs that are currently being accomplished. Additionally, the ship’s crew will be sheltering-in-place prior to sailing, mandating the all repairs be completed, and the ship remain unmoved during this period.
This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Please request response to email to ensure receipt. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Offshore Systems, Inc., of Kirkland, WA, for the procurement of Moorage service in Dutch Harbor, AK.
Sole Source Justification
The sole source determination is based on the requirement for the need of a pier berth that will provide a consistent stable moorage through each in-port period without the need to shift to alternative berth or location in the midst of a particular period in port. Offshore Systems, Inc. is capable of providing the pier berth that will provide a consistent stable moorage while also providing the services needed in the Statement of Work.

NOTICE OF INTENT TO SOLE SOURCE
NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Bay Ship & Yacht of Alameda, CA, which was awarded the dry dock contract (305M221PNMAN0336) for Fairweather. This dry dock period is set to begin November 30, 2021. The Coast Guard Station at Alameda, does not have moorage available, requiring the Fairweather to seek other accommodations. Bay Ship and Yacht has the capacity to meet this requirement for moorage beginning November 22nd through 29th, and is this requirement is a natural follow-on to 1305M221PNMAN0336.
The sole source determination is based on the Fairweather’s upcoming dry dock on at Bay Ship & Yacht. Bringing the Fairweather alongside, instead of seeking our other commercial moorage, will allow dry dock preparations to begin, small boats to be offloaded, and crewing to be reduced, reducing government costs, reducing travel issues, and easing administrative burdens. Bay Ship and Yacht is the only source capable of providing these benefits.
