This solicitation seeks proposals to provide spacecraft engineering, software, research and development services to support the Naval Center for Space Technology (NCST) located at the Naval Research Laboratory (NRL) in Washington, DC. The NCST requires these services to develop, enhance, maintain, and test software used in the design, development, test, launch, and operations of Department of Defense space assets. Offerors must demonstrate expertise in relevant position categories including software engineering, testing, integration and configuration management. Proposals are due within 14 calendar days of issuance and will be evaluated based on technical approach, past performance, and price.

This Pre-Solicitation Notice is seeking potential sources capable of performing research and prototyped development in signal generation techniques across the radio frequency spectrum employing high levels of power. The Naval Research Laboratory intends to refine and implement the techniques, hardware, and software to employ the signals for atmospheric research and spacecraft or aircraft calibration. Interested parties must demonstrate experience performing similar services and detailing past performance. Responses are due by July 31, 2020 and shall include capabilities statements not exceeding five pages demonstrating the ability to meet personnel qualifications and perform the required services.
There is no set-aside designated for this requirement. Personnel must meet minimum education and experience requirements for key positions involving systems engineering, software engineering, hardware engineering and terrestrial systems work related to satellite and airborne calibration. The value and period of performance for any resulting contract is not specified in the Pre-Solicitation Notice.

The Naval Research Lab (NRL) is posting a Request for Information (RFI) and seeking potential sources for planning purposes only. This notice is not a formal Request for Proposal (RFP) or Request for Quote (RFQ). No awards will be made from the responses to this announcement. The Government will not reimburse any costs associated with the development and submission of materials in response to this request.
Objective:
While NRL intends to award this effort to Intelsat General Corporation in accordance with FAR 6.302-1, NRL is inquiring for any potential sources that may be capable of providing research of radio frequency (RF) atmospheric exploration in support of Department of Defense (DoD) space and airborne assets to include the design, maintenance and sustainment of both hardware and software supporting space research being conducted utilizing NRL owned antennas. Any interested contractor must be able to provide scientific, technical and engineering research and maintenance support for NRL research utilizing NRL owned antennas on the island of Oahu, Hawaii.
Specifically, the contractor shall support research and engineering that results in:
Definition of RF signals for custom designed equipment;
Precise generation of RF signals at varying power levels;
High sensitivity receiver systems;
Precise pointing accuracy of large apertures;
Hardware that are custom designed or COTS hardware that is modified for the antenna that will execute the software to generate the requisite RF signal precision.
Please note the place of performance under this anticipated contract is Oahu, HI.
