The Department of Veterans Affairs (VA) Regional Procurement Office East (RPOE), Network Contracting Office 4 (NCO 4) has published a Special Notice to announce its intent to award a sole source contract to Philips HealthCare for an online technical training course on the Philips Patient Monitoring PiCiX Basic system. This training is required by the VA Wilkes-Barre Healthcare System for their Biomedical staff.
The purpose of this Special Notice is to inform any responsible firms that believe they can meet the training requirements to submit written notification and capability statements by October 25, 2024. The training will be a 3-day virtual course to be completed on VA-furnished laptops, covering topics such as theory of operation, installation, configuration, system upgrades, and troubleshooting. While the VA intends to award the sole source contract to Philips HealthCare, it will evaluate any responses received and reserves the discretion to proceed with the sole source award. The Overseas Buildings Operations (OBO), U.S. Department of State (DoS) is responsible for providing the labor and training materials necessary to conduct train-the-trainer safe driver instructor training to improve driver performance and to decrease the frequency and severity of motor vehicle mishaps. This contract will be focused on improvement and will also require certain reporting requirements, meetings, and sessions to monitor performance, identify areas for improvement and to train personnel. This contract will incorporate training in “soft and armored” vehicles.
This contract is not to teach an individual how to drive but to develop and improve Department of State Safe Driving Instructors’ skills to enable the instructors to provide effective driver training upon return to their respective embassy or consulate. Methodology must be behavior based, include specific skills and techniques to identify and correct unsafe behaviors, with at least 75% of the training conducted using a hands-on in vehicle approach while driving on local roadways. The methodology must be directly applicable to any driver, in any vehicle including (armored vehicles and non-armored vehicles), in any country and must support established and proven skills and techniques that are currently used within the Department of State to coordinate with the behaviors that are scored in the event data recorder program.
There will be approximately 40 to 60 training sessions each year, which will be conducted overseas. Specific locations will be determined at the discretion of the Department of State to provide training regionally and to accommodate differences in right- and left-hand drive countries. Training will cover all regions including Africa, Europe, the Middle East, Asia, Pacific region, and Central and South America. The training must reinforce and complement concepts already incorporated with the Department’s training efforts. Training criteria should include skills and techniques, which focuses on anticipating hazards and defensive driving, allowing appropriate following distances, ensuring others in traffic see you, and scanning areas for potential hazards which can help drivers avoid collisions.
DoS plans to award a Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for base and (4) four one-year option years. The IDIQ award will be made to the responsive offeror, whose proposals conform to the solicitation, and will offer the “Best Value” to the government, whereas technical factors are more important than cost. This award will be 8(a) competitive set aside for small business should a small business be found capable. To qualify as a small business under the NAICS code 611692.
Offerors must have 10 years of experience providing train-the-trainer safe driver instructor training overseas in defensive driving methods (not tactical) proven to result in safer driver behavior. This experience must include training in both soft skinned and armored vehicles. The vendor must conduct the training utilizing employees and not subcontractors to ensure direct government oversight of contractor activities on U.S. government embassy and consulate compounds as well as accountability for off compound time after work. Trainers shall be physically and medically capable of overseas travel and performing safety driver training of instructors without requiring medical support within country. Offeror must provide samples of training materials in various languages.
Offerors must be registered in the SAM.GOV database prior to proposal submissions. Offerors may obtain information on registration requirements via the internet at http://www.sam.gov. The Offeror is responsible for the accuracy and completeness of the data within the SAM database, and for any liability resulting from the Government’s reliance on inaccurate or incomplete data.
Security Requirements:
Offerors are required to provide information to the embassy or consulate being visited on all employees for security purposes. Information required shall include the name of the employee, date of birth, place of birth, and passport information. Contractor must also be able to obtain an IDL (International Driver’s License), if required by the hosting Country. Contractor’s employees must be able to obtain a Moderate Risk Public Trust (MRPT). An MRPT is an extensive background check into the individual(s) history. Information shall also be provided for all equipment being transported to sight locations to seek the permission of the embassy or consulate to bring the equipment on the compound.
Proposal Submissions:
The Request for Solicitation and its attached documents will be posted under Solicitation Number, 19AQMM22R0326, on or around September 15, 2022. No paper copies will be mailed. Proposal submissions will be due no later than 3:00 PM, EST on October 15, 2022.

Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Mexico City will launch the solicitation on SAM.gov website when it is available.
The U.S. Embassy Mexico City has a requirement for on-site safety trainings (including official certifications for attendees), in Mexico City, Mexico.
Delivery of training shall be on-site in Mexico City (at Contractor’s facilities).
The selected offeror will be fully responsible for providing training and its corresponding training certificates as it will be described in the RFQ document, that will be published on SAM.gov; including obtaining any local government permits and licenses if needed, taking into consideration quality standards that will be mentioned in the RFQ document. Offerors will be responsible for presenting an offer that considers elements listed below, and, if a discrepancy is identified, the offeror will be responsible to flag it on in the quotation.
Offeror shall provide complete details and schedule of the safety trainings of their proposal in conformance with the requirements stated in the RFQ as applicable.
All offerors that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their quotation:
Be able to understand written and spoken English and Spanish languages;
Have an established business with a permanent address and telephone listing;
Have the necessary personnel, equipment and financial resources available to perform the work;
Have all licenses and permits required by local law;
Meet all local insurance requirements;
Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution;
Have no adverse criminal record;
Have no political or business affiliation which could be considered contrary to the interests of the United States;
Have good experience and past performance records;
Identify specialized experience and technical competence required to complete the required service in accordance with this request.
