National Geospatial-Intelligence Agency, Boosting Innovative GEOINT - Research, Broad Agency Announcement (NGA BIG-R BAA)
This Broad Agency Announcement (BAA) will be a follow-on BAA to the National Geospatial-Intelligence Agency’s (NGAs) Boosting Innovative GEOINT BAA (BIG BAA, HM0476-16-BAA-0001) that expires on 07 December 2018. Per this new, BIG-R BAA, NGA intends to post new Topics as Amendments to this BAA seeking path-breaking research and innovative techniques to advance the GEOINT mission. This BAA is focused on new ways of doing business in order to meet unexpected and emergent requirements of the dynamic world we live in and anticipate tomorrow’s unknown challenges while maintaining technical supremacy over adversarial challenges. Specifically, NGA is seeking ideas and techniques that make the biggest change and promote moving the Agency forward for providing geospatial awareness, understanding and insights across the all domains – land, air, sea, space and cyber. It is anticipated that the new BAA, NGA BIG-R BAA, will be published to FBO during the month of December 2018.
NGA recognizes the need to move from a world of data scarcity to a world of data abundance that requires us to think differently about the ways we approach providing actionable intelligence to our decision makers. This wave of data will help us do our job better and more effectively meet our mission needs: anticipating threats, reducing decisions time, conforming intelligence. This will require us to change. The dramatic improvements in computing power combined with all this data present a phenomenal opportunity to do, to know, to understand, and to achieve even more. We must move from seeing to sensing – from exploiting to understanding – and from reporting to anticipating. NGA seeks new techniques, algorithms, methods, and approaches to automate harvesting and analysis of information from this wave of data in order to answer the demands of those who rely upon us. As NGA defines the scope of specific geospatial issues and challenges they will be posted as Addendum’s to the BIG-R BAA and will be detailed in the Appendix A.

This Award Notice from the Department of the Army Medical Command announced a sole source contract award to Westat, Inc. valued at $13.2 million. The contract is for Westat to serve as the investigational new drug sponsor to manage Good Clinical Practice compliant clinical trials for using valproic acid to treat patients with significant hemorrhage. As the holder of the investigational new drug application for this indication and having completed prerequisite pre-clinical studies and meetings with the Food and Drug Administration under a prior contract, awarding this follow-on contract to Westat will help obtain regulatory approval and field this critical treatment option in a timely manner without costly duplication of efforts.

This Cost Reimbursable contract was awarded by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground to the Massachusetts Institute of Technology under Broad Agency Announcement W911SR-20-C-0031. The contract provides $3,000,000 to MIT for the development of biotemplated carbon nanofibers that can broadly remove chemical threats. The award was made on May 29, 2020 under provisions allowing for the competitive selection of proposals for basic and applied research.

This pending Broad Agency Announcement (BAA) is a follow-on BAA to the National Geospatial-Intelligence Agency’s (NGAs) Boosting Innovative GEOINT BAA (BIG BAA, HM0476-16-BAA-0001) that effectively ended for new Topic posting on 07 December 2018. This pre-solicitation announcement was also previously publicized under HM0476-19-BAA-0001. It is presently anticipated that the general BAA solicitation and the first topic seeking abstracts/proposals will be published before 31 July 2020.
The mission of the National Geospatial-Intelligence Agency (NGA) Research(R) is to provide research solutions that enable the future of Geospatial-Intelligence (GEOINT). NGA-R applies innovative science and technology to create tactical and strategic mission advantage to support GEOINT superiority.
In support of this mission, the Boosting Innovative Geospatial-Intelligence (GEOINT) Research Broad Agency Announcement (BIG-R BAA, HM0476-20-BAA-0001) invites proposers to submit innovative basic or applied research concepts that address one or more of the following technical domains: (1) Foundational GEOINT, (2) Advanced Phenomenologies, and (3) Analytic Technologies. Each of these domains is described below. Specific topic areas associated with these technical domains will be posted as Amendments throughout the open period of this Announcement. Appendixes will be added to address Amendment information. Each posted topic area will have specific timelines for abstract and proposal submission. Examples of potential topics included in each technical domain are below. Abstracts and proposals submitted in response to this BAA must investigate innovative approaches that enable revolutionary advances. NGA-Research is explicitly not interested in approaches or technologies that primarily result in evolutionary improvements to the existing state of practice.
Foundational GEOINT. Accurate, high resolution, continually updated representations of the earth’s properties, on demand. This research includes innovations in the areas of Terrestrial/Celestial Reference Frames, Gravity, Magnetics, Feature Extraction/attribution, Terrestrial/bathymetric models, and Infrastructure models.
Advanced Phenomenologies. Novel methods and efficient strategies to drive development and delivery of spatio-temporal data from an increasing number of traditional and non-traditional sources. This research includes innovation in: Sensing; Positioning; Navigation and Timing (PNT) resilience; Novel Source Exploitation; Space Situational Awareness; and Information Assurance.
Analytic Technologies. Accurate, timely, reliable and scalable methods for data exploitation and analysis driven by new data sources and types and emerging threats and mission domains. This research includes innovation in: Automatic Target Recognition; Geospatial Signatures; Geopositioning; Tracking, Hypersonics; Adversarial activity; Image/video understanding; Counter Proliferation and Chemical; Biological; Radiological; Nuclear and Explosive (CBRNE); Water Security; Artificial Intelligence and Automation Software Tools; and Workflow Effectiveness.
