The Naval Air Systems Command (NAVAIRSYSCOM) issued a modification (P00004) to Delivery Order, N0001920F0748 under Basic Ordering Agreement (BOA) N00019-16-G-0005 to General Electric Company (GE Aviation) for efforts related to the project management as well as recurring and non-recurring engineering support, materials and documentation to implement, manage and report on Cost Reduction Initiatives (CRI) for the T408 Engine. This effort was procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that General Electric Company (GE Aviation) is the designer, developer, and sole producer of the T408 Engine and the only known source that possesses the data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics of the T408 to fulfill this need in a timely manner. The Naval Air Systems Command (NAVAIR), in support of PMA-261 CH-53 Heavy Lift Helicopters Program Office, is seeking sources that have the capability, experience data rights, and facilities required to manufacture and deliver T64 Engine Core replacement kits as part of the CH/MH-53E Engine Reliability Improvement Program (ERIP). The CH/MH-53E Heavy Lift Helicopter is powered by three (3) T64 Engines and no other propulsion system can satisfy the requirements. NAVAIR is not seeking a new propulsion system for the T64 engine, but only T64 Engine Core replacement kits.

PROGRAM BACKGROUND
The CH-53E helicopter, the premier heavy lift helicopter for the Marine Corps, is powered by three (3) T64 turboshaft engines. Over the last decade, the T64 engine has experienced decreased reliability due to parts reuse, Reclamation in Lou of Procurement (RILOP), and Material Review Board (MRB) determinations. This has resulted in higher demand for T64 rework and overhaul causing supply support and production problems ultimately impacting fleet mission capability.
To mitigate this issue, the Government plans to procure additional T64 Core Engine Kits to support the CH-53E fleet. These kits will consist of the following:

REQUIRED CAPABILITIES
General Electric Company is the sole designer and developer of engines for the H-53 legacy and CH-53K helicopters, and, accordingly, is the known responsible firm with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. GE has an established supplier base and manufacturing processes which are critical for production. The Government is seeking to enter into a contract with GE under a new contract; however the Government will consider responses for the purpose of determining whether to conduct a competitive procurement for all parts of the planned tasking. The requested information herein is to assist the Government in conducting market research to determine potential business sources that have the assets, skills, experience, financial stability, qualifications, rights to technical data, and knowledge required to support the requirement. The Government does not possess the complete technical data package or data rights to provide for the efforts herein.
The follow-on Production of the T64 Core Engine Kit should include the following:
Proving out the infrastructure and tooling to produce, integrate, test, package and ship the T64 Core Engine Kit
Management of the procurement of long lead material in support of T64 Core Engine Kits
Delivery of complete T64 Core Engine Kits as spelled out in the contract.
Demonstrate that product improvements to increase overall T64 reliability and reduce lifecycle costs are transferable to production and are cost effective.
Provide a Fleet Service Representative (FSR) for the duration of this effort.
Engineering, Program Management, and other production support functions necessary to maintain a production line.
SUBMISSION INFORMATION
It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the service listed under the required capabilities. This documentation must address at a minimum the following:
Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address.
Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status;
Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract values, Government point of contract with current telephone number, and a brief description of how the referenced contract related to the services described herein;
Management approach to staffing this effort with qualified personnel;
Statement regarding capability to obtain the required industrial security clearances for personnel;
Company’s ability to begin performance upon contract award.

The Naval Air Systems Command intends to negotiate and award a sole source contract with Hamilton Sustrand, a part of Collins Aerospace Systems, Windsor Locks, CT, for the production and work associated with the manufacture of T64 Fuel Controls. The contract will capitalize on the re-established production line at Collins by leveraging the special tooling, support equipment, test equipment, non-recurring and recurring engineering associated with engineering changes, cost reduction initiatives, test and delivery, technical data, long lead material procurement, and administrative/financial data required to build T64 Fuel Controls. Collins has been the designer and developer of the Fuel Control for the H-53 legacy helicopters, and accordingly is the only known responsible manufacturer with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. Collins has an established supplier base and manufacturing processes, which are critical for the quality production. The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
