NIGP 40574: Oil, Steam Cylinder

NIGP 40574 Oil, Steam Cylinder (Item) covers lubricants and petroleum products that state and local governments procure for fleet and transit operations. State and local buyers under this code source bulk oils, transmission fluids, synthetic motor oils, gear oils, diesel exhaust fluid, antifreeze, and chassis grease—typically on as-needed or standing-supply contracts that require rapid delivery and compliance with material safety and federal work-authorization documentation. Issuing bodies include transit authorities and consolidated municipal governments responsible for operating and maintaining public transportation fleets.

Columbus Consolidated Government in Georgia, acting on behalf of the METRA Transit System, issued Request for Bids 26-0030 on February 16, 2026, with response due March 11, 2026, for eight distinct petroleum products in specified annual volumes ranging from 1,000 pounds of chassis grease to 4,000 gallons of transmission fluid and bulk motor oil. Vendors must deliver to METRA's Columbus facility within 24 hours of order placement and submit pricing per gallon or per pound via DemandStar. The contract runs three years with FTA and Georgia Department of Transportation funding, triggering federal DBE participation and debarment-check requirements. Bidders must provide Material Safety Data Sheets, proof of insurance, SAM.gov Unique Entity ID registration, and notarized E-Verify affidavits for compensation of $2,500 or greater. The City may award to a single vendor or divide by line item at its discretion.
