Notification of the SECs Intent to Award a Single Source Purchase Order to IW Financial

The U.S. Securities and Exchange Commission (SEC) intends to award a sole source contract to IW Financial. The base period of performance will be March 1, 2016 to February 28, 2017. The contract will have a base year with four option years and will result in a firm fixed price purchase order. The SEC requires access for 5 single-user passwords with unlimited access to IW Financial WorkStation - Global Compliance Product database that provides profiles of publicly traded companies with connections to any country that has been identified by the U.S. Department of State as being a state sponsor of terrorism and as having programs for the production or proliferation of weapons of mass destruction or ballistic missile systems. The database shall include:• An explanation of the connection between each company and the country in question, including company financial information, lawsuit details, shareholder activism, and negative publicity related to each company • Analysis of the investment risk associated with companies with ties to those countries• Underlying source materials used for each profile, when permitted by copyright law • Explanation of how the vendor reached the conclusions expressed in the product• Data included in the online profiles in Excel spreadsheet format.• Full text search functionality• Updated at least quarterlyDue to exclusive licensing agreements the Government intends to solicit only one source using simplified acquisition procedures in accordance with FAR 13.106-1(b). Interested organizations may submit their capability statements and qualifications for the provision of this requirement. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. This notice of intent is not a solicitation. No solicitation or additional information will be made available with regard to this sole source notice.

The Pension Benefit Guaranty Corporation (PBGC), a United States government corporation and agency of the United States, was created under Title IV of the Employee Retirement Income Security Act (ERISA) to administer the federal pension insurance program and enforce compliance with the provisions of Title IV. The PBGC, Corporate Finance and Restructuring Department (CRFD), has a requirement for financial advisory services to assist in determining the value of the Westinghouse Electric Company (WEC) controlled group, including non-debtor U.S. and foreign entities. The NAICS code is 523930 (Investment Advice) with a small business standard size of $38.5 million. The anticipated contract will have a base period of performance of one (1) month, one option period of five (5) months, and a second option period of six (6) months. The U.S. Securities and Exchange Commission (SEC) intends to award a sole-source contract to The Center for Research in Security Prices (CRSP) at the Graduate School of Business of the University of Chicago to meet the SEC's requirement for standard and derived historical data on U.S. common stocks, U.S. government bonds, mutual funds, and basic market indices. The data shall be provided via secure managed file transfer (MTF) and via Wharton Research Data Services (WRDS) platform with quarterly updates. The services shall include:• Access to data on U.S. common stocks and closed-end mutual funds listed on NYSE, AMEX, NASDAQ, and ARCA exchanges,• Access to descriptive and market data on U.S. Government bills, notes, and bonds,• Access to Data on active and inactive U.S. open-end mutual funds,• Access to US market indices on daily, monthly, quarterly and annual index frequencies. The market indices shall be grouped by market capitalization, and include the number of companies, total return and index level, capital appreciation return and index level, and income return and index level, and• Concurrent access to the U.S. common stocks and closed-end mutual funds data, and to extensive company fundamental data (including data from annual and quarterly income statements, balance sheets, cash flows, and financial ratios) of active and inactive companies. The data shall be matched for each company, linked by unique company identifiers other than CUSIP or ticker, so that the data for companies can be viewed over time regardless of CUSIP or ticker changes.The period of performance is intended to run from July 1, 2014 through June 30, 2015 with four (4) one-year option periods.Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:30 a.m. local time on 06/11/2014. The Federal Retirement Thrift Investment Board (FRTIB) is inviting contractors to an Industry Day on Tuesday, January 26, 2010 at 1250 H Street NW, 2nd Floor Training Room, Washington DC 20005 from 8AM to 11 AM. The purpose of this meeting is for FRTIB to receive information on industry best practices, education and advice options and capabilities from vendors offering financial education and/or advice to participants in defined contribution plans. There will also be an opportunity for one-on-one interface with FRTIB program management and contracting personnel in private, pre-arranged one-hour sessions later in the day. To attend, interested vendors must register online at this site. Registration closes on Friday, January 15, 2010 at the close of the business day. BackgroundThe FRTIB will be introducing a Roth TSP in late 2011. This new feature will allow Thrift Savings Plan (TSP) participants to make after-tax deferrals, in addition to traditional before-tax deferrals to the plan. For many, the decision to defer on a pre- or post-tax basis will be based on a tax decision, as opposed to a pure investment decision. We believe the addition of the Roth deferral option may have the unintended effect of confusing some participants, when deciding whether to elect traditional or Roth deferrals. Consequently, the FRTIB is contemplating the feasibility and effectiveness of adding an education/advice component to the TSP program.This participant-directed education/advice would principally support the tax decision, but might also include a component of general financial/retirement counseling.
