This is a Request for Information (RFI). This RFI shall not be construed as a Request for Proposal (RFP), a lease solicitation, or as an obligation on the part of the Government. The Government does not intend to select or qualify proposals or lease offers on the basis of this RFI or otherwise pay for information obtained via this RFI or in response to this notice. The Government is performing market research to assess private and/or public interest in optimizing the value of a non-excess real estate property parcel (up to 100 acres) located on Joint Base McGuire-Dix-Lakehurst (JB MDL) (illustrated in Appendix A). This market research supports the Government's notional requirement to optimize the value of this property in accordance with Executive Order 13327, Federal Real Property Asset Management and Enhanced Use Lease (EUL) authorities and processes. An EUL is a non-Federal Acquisition Regulation (FAR) real estate transaction executed in accordance with 10 USC § 2667. No basis for claim against the Government shall arise as a result of a response to this RFI.The Government is specifically interested in determining the viability of leasing all, or a portion of, the available parcel for the purpose of financing, permitting, developing, constructing, installing, owning, maintaining, and operating a utility scale Natural Gas Power Plant for commercial electrical grid (non-Air Force) production and operation. Other key factors to be considered are: (i) the property is approximately 3-4 miles to the anticipated New Jersey Natural Gas Southern Reliability Route (see https://www.njng.com/about/southern-reliability-link/route.asp"), and (ii) the property is approximately 3-4 miles to the Whiting Substation.Interested entities should address all questions in the questionnaire below and demonstrate your ability to execute the following Government's notional requirements. Government Notional Requirements:1. The Air Force seeks to lease all, or a portion of, the available parcel for the purpose of financing, permitting, developing, constructing, installing, owning, maintaining and operating a utility scale Natural Gas Power Plant for commercial electrical grid (non-Air Force) production and operation; 2. The lessee shall deliver consideration to the Government in an amount not less than the fair market value of the leasehold interest in the Leased Premises; 3. The preferred consideration for the proposed lease is a combination of (i) upfront in kind consideration in the form of infrastructure and electric service required to electrically island JB MDL's critical loads in the event of a commercial electric grid outage, and (ii) cash consideration through the duration of the outgrant;4. JB MDL's critical load demand is anticipated to be up to 40 Megawatts, and will only be required directly from the plant in times of grid outage or emergency;5. The cash consideration is desired to be a percentage of the annual gross revenue of the Power Plant while in operation;6. The lessee's proposed project shall operate in a manner compatible with Government uses on land located adjacent to the Leased Premises;7. The project shall be compatible with the Force Protection and Anti-Terrorism requirements of JB MDL; 8. The Leased Premises will be leased "as-is/where-is" without any warranties, representations or guarantees, either expressed or implied, of any kind, nature or type whatsoever, from or on behalf of the Government. The Government is leasing the Leased Premises subject to both recorded and other possible third party property interests in the Property;9. The lessee (at their sole expense) shall be responsible for ensuring compliance with all applicable federal and state environmental and other laws and regulations;10. The Lease Term shall be the minimal period necessary to support the financing of the Project or other development considerations, but in no event shall the Lease Term exceed 50 years; 11. The Air Force will not subsidize the development, construction, or operation of any improvements and does not warrant the availability of off-take agreements or contracts for the generated energy;12. The Government requires all debt financing be in place for a simultaneous financial closing and Lease closing;13. To satisfy its portfolio management responsibilities, the Government requires the lessee to provide certain financial information on a periodic basis; and14. Other terms and conditions resulting from this and other market research.Sources Sought Questions: 1. What is the name and brief description to include type of entity, (i.e., partnership, corporation, etc.), of the public or private organization or business potentially interested in developing the available parcel on JB MDL?2. What is the business address and web site address?3. Who are your point of contacts, including name, position, telephone number, and email address, for the submitted information? 4. Are you interested in participating in an Industry Exchange event?5. What is your conceptual development plan to include interconnection configuration, potential plant capacity (in MW), and water requirements and source of water for the conceptual plan?6. What is your notional project development timeline to reach commercial operation?7. What is your perspective on project viability in the PJM Market?8. What electrical grid services will you plan to provide and who are the potential off-takers?9. Why are you suggesting that specific technology and plan?10. How much of the available parcel do you need for your planned development?11. Do you have current and relevant EUL experience, or comparable commercial experience, in developing, constructing, and operating energy generation assets? The Government is soliciting proposals from private and/or public entities interested in entering into a long-term ground lease agreement for all or a portion of an approximately 3300 contiguous acres on the perimeter of Edwards AFB, CA for the purposes of financing, permitting, developing, constructing, installing, owning, maintaining and operating improvements upon the property for commercial (non-Air Force) use and operation. Request for Qualifications (AFCEC-17-R-0002) illustrates and describes the available property, requirements and the source selection methodology for this proposed Enhanced Use Lease (EUL), which supports the Government's notional requirement to optimize the value of this under-utilized property in accordance with Executive Order 13327, Federal Real Property Asset Management and Air Force EUL authorities and processes. NOTICE OF INTENT TO AWARD A SOLE SOURCEThis is a notice of the Government's intent to negotiate and award a sole source fixed price/labor hour contract to the Bank of New York Mellon under the authority of 41 U.S.C.3304(a)(1) and Federal Acquisition Regulation (FAR) 6.302-1.The General Services Administration (GSA), Federal Acquisition Service (FAS), National Capital Region (NCR) intends to solicit and award a sole source contract to the Bank of New York Mellon (BNYM) 101 Barclay Street, New York, NY 10286, to support the Ginnie Mae Processing & Paying Agent (PPA)/ Central Paying and Transfer Agent (CPTA) Services.The period of performance is January 1, 2019 through December 31, 2019, with a one year option period for transition out activities. An additional option provision will be included for extension of services for a period of time not to exceed six months in case award of the subsequent competitive procurement is delayed. Special Notice Western Governors Association This is not a solicitation. This is a notification of an intent to award a single source procurement under NAICS code 522294. The Bureau of Reclamation Acquisition and Operation Branch in Denver, Colorado will solicit and award a purchase order to provide co-sponsorship to the Western Governors Association in support of Biosecurity and Invasive Species Initiatives. As part of the co-sponsorship Reclamation will receive fourteen seats on two working lands roundtable sessions for Reclamation employees. In addition, Reclamation will have access to any reports resulting from the conference. The Government believes that only one responsible source can provide this requirement. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Josh Keadle at jkeadle@usbr.gov by 8/20/2019. Any information received will be treated as market research information towards future similar or same requirements. It shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. PURPOSEThe General Services Administration is issuing this Sources Sought Notice on behalf of the Government National Mortgage Association (Ginnie Mae) to identify potential sources that can support Ginnie Mae's securitization process. The securitization process includes pool processing; delivery of securities; collection of funds; and transfer of Mortgage Servicing Rights (MSRs). Obtaining these services will assist Ginnie Mae with its overall goal of guaranteeing to investors, through its Mortgage Backed Securities (MBS) program, the timely payment of principal and interest due on privately issued securities. These securities are backed by pools of mortgages that are insured or guaranteed by the Federal Housing Administration (FHA); the Veterans Administration (VA); the United States Department of Agriculture; and the Housing and Urban Development's Office of Public and Indian Housing (PIH). Currently, Ginnie Mae procures these services through the Pool Processing and Paying Agent and Central Processing and Transfer Agent (PPA/CPTA) contract. Ginnie Mae awarded the PPA /CPTA contract to Bank of New York Mellon (BNYM) on 1/1/2015; it will expire on 12/31/2017 and includes a 12-month transition period which commences on 1/1/2018. The new MBSIBA contract will continue to include enhancements to existing applications which are currently part of the PPA/CPTA contract but will not include the development of new software and applications. The intended period of performance will be for a one (1) year base period with four (4) one-year option periods beginning approximately December 2017.II. MANDATORY CRITERIA Information is being requested to identify potential sources that meet the following criteria:· Federally-chartered bank or a state-chartered bank or trust company regulated by the Federal Reserve System or the Federal Deposit Insurance Corporation;· Federally-chartered bank or a state-chartered bank or trust company that has a business relationship with the Federal Reserve Bank of New York; •· Federally-chartered bank or a state-chartered bank or trust company that is approved for and capable of transferring funds and delivering single class and multiclass Mortgage-Backed Securities through the Federal Reserve Bank (FRB) system; act as Collection and Paying Agent; act as Trustee for Platinum and act as Real Estate Mortgage Investment Conduit (REMIC) information Agent; · Federally-chartered bank or a state-chartered bank or trust company that can conduct operations within the fifty (50) United States and the District of Columbia; and· SEI CMMI Level III Certification; Certified Information System Security Professional (CISSP); and Chief System ArchitectIII. DESCRIPTION OF SERVICESThe following is a high level overview of the MBSIBA services to be performed: •1. Grant and manage access to Ginnie Mae applications via the Ginnie Mae Enterprise Portal and ensure program participants meet MBS program guidelines. •2. Process mortgage pool and loan information documents for issuing securities and for issuing Platinum pools. This includes performing all required pooling prerequisites and subsequent pooling activities to enable the delivery of securities. •3. Receive and process issuer requests to transfer mortgage servicing rights to other Ginnie Mae issuers in good standing. This includes ensuring all information has been received and properly executed in accordance with Ginnie Mae program requirements as outlined in the Ginnie Mae MBS Guide and all required servicing transfer fees have been paid.•4. Deliver issued pools to Federal Reserve for settlement.•5. Maintain a Central Registry of outstanding Ginnie Mae Single Class and Multiclass Securities. Maintain the official security holder record for each MBS issuance in the Ginnie Mae provided electronic on-line system on a real time basis. Maintain and update the Ginnie Mae Central Registry of security holders and when securities are transferred or exchanged•6. Disclose monthly Factor file information for Ginnie Mae newly issued and previously issued securities to the investor community. Required Disclosure factors can be found on Ginnie Mae's website. •7. Act as Ginnie Mae's collection and paying agent. Act as Ginnie Mae's collection agent for principal and interest (P&I) payable by Issuers for all Ginnie Mae II securities; guaranty fees due to Ginnie Mae for both Ginnie Mae I and Ginnie Mae II program; as well as other fees or assessments as described in the MBS Guide. Act as Ginnie Mae's paying agent for Ginnie Mae II securities; all emergency payments for Ginnie Mae I or Ginnie Mae II securities where the responsible Issuer cannot make payment; and other payments as Ginnie Mae shall require.•8. Operate & Maintain (O&M), host and enhance IT systems/applications. Host and provide O&M services for Ginnie Mae applications which included web-based and mainframe based technologies, software and related processes necessary to support the services in this PWS. Support to include updates to production systems from defects ("bug" fixes) as well as changes to accommodate new requirements or minor enhancements to functionality, process improvements, or infrastructure. In addition, support corrective, adaptive and other major enhancements to existing systems as part of Ginnie Mae's modernization initiatives. Provide support for data architecture, configurations, compliance, operational and technical incident reporting, data plus quality assurance, and help desk activities.•9. Act as the trustee for Platinum MBS. Perform the monthly administration of all Platinum securities, which includes the issuance, delivery of trust receipt and disclosure of factors on Platinum securities. On a monthly basis, perform financial analysis and maintain the Multiclass Database containing information on outstanding Platinum securities, listing of pools backing each Platinum security, and related information. •10. Act as Ginnie Mae Real Estate Mortgage Investment Conduit (REMIC) information agent for all Ginnie Mae guaranteed Multiclass Securities. Collect and, incorporate data obtained from the Trustee based upon the characteristics of the Trust Assets actually delivered to the Trust Maintain Ginnie Mae's REMIC Automated System Database on REMIC offering circular supplements, listing of pools backing each REMIC, and related information. On a monthly basis, obtain Monthly Tranche Factor (MTF), Series Remaining Factor (SRF) and Floating Rate Reset (FRR) for each REMIC and publish to REMIC web page. •11. Provide program participant training and attend and support Ginnie Mae at conferences relating to MBS Issuance and Bond Administration (MBSIBA). •12. Create and maintain records and archives related to MBSIBA activities.•13. Implement and maintain a Disaster Recovery Plan to ensure continuity.•14. Develop and maintain a Continuity of Operations Plan (COOP) to ensure continuity. •15. Perform and be subject to SSAE 18, FISCAM, OMB A-123 and Office of Inspector General audits.IV.
