The United States Postal Service is soliciting bids from qualified Energy Service Providers (ESP) to provide all requirements, firm, pipeline quality natural gas basis transportation and related gas management services to Postal Service accounts in the following Local Distribution Company (LDC) service area: Southern California Gas-(SoCal) The scope of this requirement includes supplying xxx Postal Service accounts and approximately 124,077 DTH of natural gas in the Southern California Gas service area under solicitation 4BW-13-A-0027 It is the intent of the Postal Service to purchase fixed price basis transportation and indexed priced natural gas providing it provides cost savings to the Postal Service. Energy Service Providers are invited to submit a technical and price proposal for basis transportation and related gas management services. The price and technical proposals must be packaged separately and clearly marked with solicitation number 4BW-13-A-0027 and received on or before 4pm EST March 22, 2013. All proposals must be submitted in accordance with the commercial specifications and terms and conditions outlines in the solicitation. Interested Energy Service Providers may obtain a copy of this (RFQ), which further defines the scope of the contract, minimum qualification criteria and submittal requirements. Sierra Army Depot located in Herlong, California has a requirement for a contractor to maintain the natural gas pipeline in accordance with Department of Transportation (DOT) minimum federal safety standards for the Pipeline at 49 CFR 192, Transportation of Natural Gas and Other Gas by Pipeline. The Army intends to award one Indefinite Delivery, Indefinite Quantity Contract with three one-year ordering periods and will include maintenance, standard and emergency repairs and additional work/installation services.
This procurement will be a 100% set-aside for small businesses. The applicable NAICS 486210, the small business standard is $30M.
This solicitation will be conducted using Simplified Acquisition Procedures in accordance with FAR part 12 and 13.
In accordance with FAR 5.102(d), availability of this solicitation will be limited to the electronic medium. It is incumbent upon any interested parties to periodically access the website in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of same.

The 50th Contracting Squadron, Schriever Air Force Base (SAFB), Colorado seeks potential sources to perform non-personal services for performance of a Natural Gas Line Survey at SAFB. This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 486210 Pipeline Transportation of Natural Gas. The size standard for NAICS 486210 is $7M. The Government is interested in all small businesses including 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses that are interested in performing this requirement. The Government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision.
