THIS IS A REQUEST FOR INFORMATION (RFI). The applicable North American Industry Code System (NAICS) for this notice is 454110 Electronic Shopping and Mail-Order Houses. The RFI will be used to evaluate the vendor(s) ability to meet the requirements outlined in this RFI. The Government will not pay for any response to this RFI. All costs incurred responding to this RFI will be solely at the interested party's expense. Any information received will become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. To aid DHS, please mark any proprietary information. BACKGROUND: DHS is releasing this RFI to obtain current information regarding the capabilities of industry in providing a reverse auction tool to the Department. An RFI is being issued to gain information on the reverse auction tools in the commercial marketplace and to invite parties to submit a capability statement. PURPOSE: The purpose of this RFI is to acquire information regarding the potential options and strategies that are currently available in the commercial marketplace for electronic bidding and reverse auction services. The Government may conduct one-on-one oral presentation sessions with respondents to this RFI to further understand market capabilities. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price purchase order to Getty Images, Inc. for thirty (30) seats to access their online subscription entitled iStock Signature 750 TeamShare. Under the authority of Federal Acquisition Regulations (FAR) Part 6.302-1, the Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy agency requirements. The iStock Signature 750 TeamShare is only available from its producer and manufacturer and not through dealers or distributors. The period of performance will be for twelve (12) months, beginning June 15, 2019 to June 14, 2020. Online access to the iStock Signature 750 TeamShare database is used by the Office of the Deputy Commissioner for Communications (OCOMM), as well as the Office of Media Technology and the Office Electronic Communications. The iStock Signature 750 TeamShare database offers millions of user-generated stock photos, vectors and illustrations, and video clips. This requirement will utilize procedures in FAR Part 13. A determination by SSA not to compete this proposed requirement based upon responses to this notice is solely within the discretion of SSA. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The government does not intend to pay for information provided in response to this notice. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. REQUEST FOR INFORMATION TO IDENTIFY QUALIFIED VENDORS WITH AN ONLINE BUSINESS MARKETPLACE THAT DESIRE TO ENTER INTO AN AGREEMENT WITH THE DEPARTMENT OF VETERANS AFFAIRS TO PROVIDE ACCESS TO THEIR ONLINE BUSINESS MARKETPLACE
BACKGROUND: The following is a Request for Information (RFI). This synopsis is for information and planning purposes only and does not constitute a Request for Proposal (RFP). The Department of Veterans Affairs (VA) annually spends around $4 billion using its government purchase card program for purchases below the micro-purchase level. VA is seeking responses from vendors with an existing online business marketplace to determine whether they have their own user agreements. In addition, VA is looking for qualified vendors to provide VA micro-purchase buyers access to the vendor s online business marketplace utilizing an agreement between the VA and vendor(s). This RFI is being issued to facilitate exchanges of information to improve industry s understanding of Government requirements, enhance the Government s ability to obtain quality supplies and services at reasonable prices while increasing efficiency as part of a continuous process of sharing the latest information on VA s processes and procedures.

DESCRIPTION OF SERVICES: VA needs to assess the universe of User Agreements existing in the online marketplace. VA plans to establish a new User Agreement that will ensure adherence to any applicable Federal and VA policies. VA is gauging interest from Industry to provide VA micro-purchase buyers access to a vendor s online business marketplace, which supports the following requirements:
Ability to place orders below the micro-purchase threshold for a wide range of supplies
Capabilities which facilitate micro-purchasing and administration of micro-purchases at a department wide level
Adherence to applicable Federal and VA regulations (priorities for use of mandatory sources, exclusion of unauthorized product and merchant categories, tax exemption, warranty etc.)
Data analytics covering both spend and category management (small business, etc.)

Discounted pricing/purchases
Ideas and partnership in tackling other Department-wide administration initiatives regarding micro-purchases.
COMMENT/RESPONSE PROCESS: Companies are encouraged to respond if they have the existing capability and capacity to provide the desired services. However, be advised that generic capability statements are not sufficient for effective analysis of respondents' capacity and capability to provide the desired services. The United States Marshals Service (USMS) Asset Forfeiture Division (AFD) has a responsibility to provide online auction disposal services for forfeited assets, specifically.
The USMS has posted an RFI, for the upcoming solicitation that will be posted on the Federal Business Opportunities (FBO) website at www.fbo.gov. This RFI is issued for the purpose of identifying the availability of potential qualified sources that will be able to meet the requirement. The solicitation will be for forfeited assets including Real Property (land, residential, and commercial property), Personal Property (vehicles, vessels, aircraft and other misc. personal property), Intangible Assets (liquor licenses, leasehold interests, trademarks, patents, copyrights, websites, domain names, and any other intellectual property rights.), and Other Intangible (promissory Notes to include mortgages receivable or deeds of trust, and other similar rights in collateral, both recorded and unrecorded). The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Getty Images. Due to Getty’s capacity and it’s recent acquisitions of all other major stock image repositories, Getty is the only vendor that provides both unlimited downloads (which enables us to service client requests without extensive prohibitions) and a photo and image database with the breadth and depth necessary for service to CDC. Getty has an archive of 80 million images and 50,000 stock films. It provides historic, scientific, editorial, and creative graphics that allows DCS to provide visual communication beyond our physical capacity to travel, document, and create.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
