NASA/JSC has a requirement for a Cressington 208HR High Resolution Sputter CoaterDry System.NASA/JSC intends to purchase this item from Ted Pella, Inc.The Cressington 208HR High Resolution Sputter Coater System will be utilized to sputtercoat and electronically conduct film/coating on to terrestrial and extraterrestrialsamples for analysis on a nine Ebeam instrument. This oil free unit will replace aging(and failing) equipment and will not contaminate the valuable, extraterrestrial samplesin our laboratory. The unit contains a unique Rotary/Planetary/Tilting sample stage thatenables metal coating of high-relief samples for analyzing in the in-house JEOL 6340 FEGand/or JEOL 5910LV Scanning Electron Microscopes (SEMs). The unit's size and thesmall-sized coating chamber allows for rapid sample chamber pump down time compared tothat of similar instruments on the market. The sputter coater meets our requirements fora high-resolution coating and also compatible (in terms of use, maintenance, spare parts,and unique exchangeable stages) with a similar sputter coater. Ted Pella is consideredthe only responsible source uniquely qualified to fulfill our requirements for theCressington 208HR High Resolution Sputter Coater Dry System.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to vanessa.r.beene@nasa.gov not later than 1:30 p.m. local time onAugust 20, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. DRMS has issued a Request for Technical Proposals (RFTP) and a draft Invitation for Bid (IFB) for the multi-year sale of surplus usable property located at various sites in the Continental United States to include Alaska, Hawaii, and Guam. This offering will be awarded using a Two-Step sealed bid process. Step one is the submission of technical proposals to determine bidder acceptability. Responses Due April 3, 2008, 4:30 p.m. Eastern Standard Time for Technical Proposals. Step two will be the issuance of an IFB to those firms who submitted an acceptable technical proposal under Step one.
A Pre-Proposal Conference/Site Visit Tour is scheduled for March 12, 2008, at DRMO San Antonio, 2603 Parker Road, Building 4199, Ft Sam Houston, TX, 8:00 a.m. central time. Prospective bidders are required to submit their written questions to DRMS via email to Becky.Bellinger@dla.mil by February 29, 2008. During the conference, DRMS will present an overview of the solicitation terms and conditions, provide clarity to the Government's performance expectations, and respond to questions posed by prospective bidders. Further details on the conference and tour are explained in the General Statements of Contract of the draft IFB beginning on page 2.
